Minority Raises Alarm Over Mining Dispute, Demands Transparency in E&P–Azumah Resources Standoff

The Minority in Parliament is turning up the heat on the government over the escalating dispute between Engineers and Planners (E&P) and Azumah Resources Ghana Limited, demanding transparency, accountability, and immediate parliamentary engagement to salvage Ghana’s mineral governance reputation.

In a statement released Wednesday, July 16, the Minority Caucus described the standoff—centred on competing claims to the Black Volta gold concession in the Upper West Region—as a litmus test for the country’s commitment to fair regulation in the mining sector.

Far from being a routine business disagreement, the Caucus argued the impasse has exposed underlying weaknesses in regulatory oversight, raising uncomfortable questions about potential political interference and threatening to derail investor confidence in Ghana’s extractive industry.

“What we are witnessing is not just a legal tussle—it is a test of Ghana’s credibility as a mining destination,” the statement said.

The controversy has attracted national attention not only due to the scale of the gold asset in question but also because of the political sensitivities involved. E&P, one of the parties in the dispute, was founded by Ibrahim Mahama, brother of President John Dramani Mahama. The Minority did not shy away from this, noting that the perception of political proximity was clouding public trust in the process.

“No discussion of this matter is complete without addressing the elephant in the room,” they wrote, cautioning that failure to manage the perception of undue political influence could harm both E&P and the wider public interest.

Although the Ministry of Lands and Natural Resources is reportedly working behind the scenes to mediate the conflict, the Minority questioned the silence and lack of clarity surrounding the process.

“If there is indeed a plan to form a mediation committee, why has public tension reached this fever pitch?” they queried. “Ghanaians deserve to know whether our mineral governance system is being upheld or compromised.”

Beyond regulatory uncertainty, the Caucus expressed concern that the conflict is stalling operations at one of Ghana’s most promising gold prospects—at a time when the nation is under pressure to revitalise growth and attract new investment.

“With Ghana navigating fiscal challenges, debt restructuring, and a tight economic recovery plan, we cannot afford the paralysis of a major mining project,” they warned.

Compounding the issue is the involvement of the ECOWAS Bank for Investment and Development (EBID), reportedly linked to E&P’s financing. The Minority noted that the sub-regional bank’s entanglement in the controversy risked turning a domestic dispute into a regional reputational crisis.

To prevent further damage, the Caucus called for an immediate briefing by the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah. Failing satisfactory answers, they signalled a potential Article 103 parliamentary inquiry through the Select Committees on Lands and Natural Resources and Constitutional and Legal Affairs.

“We must reassert the primacy of the rule of law, restore investor confidence, and protect the integrity of Ghana’s natural resource governance,” the statement concluded.

The unfolding drama, now playing out in courtrooms and boardrooms, may soon find its way to Parliament — with national interest, political perception, and economic recovery all hanging in the balance.
