In a move expected to revitalise Ghana’s public basic education sector, the government has cleared all outstanding arrears of the Capitation Grant, a key financing tool for basic schools, the Ghana Education Service (GES) has confirmed.
The payment, which covers arrears from 2023 to date, marks a significant step in stabilising the operations of public schools nationwide. The GES described the move as a testament to the government’s continued commitment to education access and quality, especially at the foundational level.
“The full settlement of arrears reflects the government’s resolve to ensure smooth, uninterrupted teaching and learning in public basic schools,” said Daniel Fenyi, Head of Public Relations at GES, in a statement issued Wednesday.
The Capitation Grant is a crucial financial support mechanism designed to empower headteachers with the autonomy to address minor repairs, purchase teaching and learning materials, and support other operational needs without waiting on central approvals.
Education watchers say the disbursement will ease pressure on schools struggling with limited operational funds in recent months.
Acknowledging the challenges faced by school heads during the delay, the GES commended their patience and resilience in keeping schools functional under constrained circumstances.
“We applaud the professionalism of headteachers who have kept schools running, despite delayed funds. Your efforts have not gone unnoticed,” the statement read.
The GES also thanked the Ministry of Finance and the Ministry of Education for prioritising the grant payments amid national fiscal challenges.
To ensure accountability, GES announced that district and regional monitoring teams would step up supervision efforts to ensure proper use of the funds. School heads have also been reminded to adhere strictly to spending guidelines to promote transparency and value for money.
The education service reaffirmed its commitment to fostering partnerships that enhance learning outcomes, improve school governance, and guarantee equitable access to quality basic education for every Ghanaian child.
