MahamaMahanaPresident John Dramani Mahama has called a high-level meeting of top government, security and port officials to address gaps in Ghana’s border security and the flow of narcotics through the country’s entry points.

According to an invitation letter issued by the Office of the President and signed by Secretary to the President Callistus Mahama, the meeting will bring together officials to examine measures aimed at strengthening security at Ghana’s ports, airports and land borders, and at curbing the trafficking of illicit drugs and other contraband.

The letter, dated September 14, 2026, says the session will take a close look at existing vulnerabilities in the system, how well intelligence is being shared between agencies, cargo and passenger screening procedures, coordination across institutions, and the use of technology to detect and disrupt trafficking operations.

The meeting is set for Thursday, September 17, 2026, at 12:30 p.m. at the Jubilee House.

Each invited institution has been asked to send its head, accompanied by no more than one technical officer, and to arrive ready to give a brief rundown of security weaknesses in their area along with concrete proposals for improving screening, surveillance, intelligence-sharing and joint enforcement. The letter stresses that, given the urgency and national security stakes involved, personal attendance by each invitee is required.

Who’s been invited

The list of invitees spans finance, foreign affairs, ports, customs, maritime and aviation authorities, as well as the country’s intelligence, police and narcotics enforcement bodies, including:

The Minister for Finance

The Minister for Foreign Affairs

The Director-General of the Ghana Ports and Harbours Authority

The Commissioner of the Customs Division, Ghana Revenue Authority

The Sector Commander, Customs Division, Tema Collection

The CEO of the Ghana Shippers’ Authority

Operators of terminal scanners

The Chief Executive of Ghana Link Network Services Ltd

The Director-General of the Ghana Maritime Authority

The Chief of Naval Staff

The CEO of Meridian Port Services Ltd

The Director-General of the National Intelligence Bureau

The Ghana Police Service’s Criminal Investigations Department/Interpol

The Director-General of the Narcotics Control Commission

The Managing Director of Ghana Airports Company Limited

The breadth of the invite list — spanning port operators, customs, naval command, intelligence and narcotics enforcement — signals that the administration is treating the trafficking issue as a coordination problem spanning multiple agencies rather than one confined to a single institution.
