Teachers’ Promotion Arrears: CAGD Sets October 16 Deadline for Supplementary Payments

The Controller and Accountant-General’s Department (CAGD) has set October 16 as the deadline for clearing teachers’ promotion records for supplementary payments, warning that those whose records are processed after the date will have their arrears included in their November salaries.

Controller and Accountant-General Kwasi Agyei said the ongoing verification exercise is intended to ensure that teachers’ promotion details are accurately captured and that the appropriate arrears are paid.

Speaking on Eyewitness News on Thursday, October 8, Mr Agyei explained that teachers whose promotion records are validated and cleared by the deadline would receive their payments through a supplementary process on or before October 16.

However, teachers whose records remain outstanding after the deadline will have their promotion-related payments processed through the November payroll.

“If by the 12th or 13th, that is next week, we’ll be done with the validation process, whatever has been validated, cleared by us, will be paid on or before 16th October,” he said.

He added that any input forms and related processes completed after October 16 would be incorporated into the November salary payments.

The announcement comes as the CAGD works to verify promotion records submitted by the Ghana Education Service (GES) before authorising the release of the outstanding payments.

Mr Agyei disclosed that, as of 2 p.m. on Thursday, the GES had processed 52,000 promotions on its system and submitted the corresponding input forms to the CAGD for verification.

The verification exercise is expected to establish the accuracy of the teachers’ new grades, the effective dates of their promotions and the arrears due to them.

The department’s deadline provides a timeline for teachers awaiting promotion-related payments, although the actual payment date will depend on the completion of the necessary validation and clearance procedures.

The development comes amid an ongoing strike by teacher unions over a number of unresolved concerns, including promotion arrears, a proposed deprived-area allowance and the renewal of their collective agreement.

The timing of the payments is likely to remain a key issue in the discussions surrounding the industrial action, as teachers continue to press for action on their outstanding demands.
