IMF Throws Weight Behind Ghana’s Fuel Levy as Crucial Energy Sector Reform Tool

The International Monetary Fund (IMF) has thrown its support behind Ghana’s recently introduced Energy Sector Shortfall and Debt Repayment Levy, describing it not simply as a revenue-generating mechanism but as a vital reform aligned with broader efforts to stabilise the country’s economy and restructure the struggling energy sector.

The levy—set at GH¢1 per litre of petroleum products—has sparked debate among the Ghanaian public and in Parliament, with critics warning of rising cost-of-living pressures. But for the IMF, the measure represents a necessary step toward long-overdue sectoral reform.

Julie Kozack, Director of the IMF’s Communications Department, speaking during a press briefing, stated:

“This new levy is designed to address structural inefficiencies in the energy sector. It will also contribute significantly to Ghana’s fiscal consolidation targets under the Extended Credit Facility programme.”

Rather than viewing the fuel levy in isolation, the IMF appears to see it as part of a broader reform matrix that goes beyond mere debt repayment. The levy’s goal is to plug persistent financial shortfalls in the power sector, which continue to drain public finances and deter private investment.

Government sources have indicated that the funds raised will not only go toward paying down legacy debts but also toward improving energy service delivery and long-term sustainability.

Despite the IMF’s endorsement, the levy has met fierce resistance from the Minority in Parliament and consumer advocacy groups. They argue the policy exacerbates the economic burden on ordinary Ghanaians already grappling with inflation and currency depreciation.

The Chamber of Petroleum Consumers (COPEC) has called on government to ensure the levy is ringfenced and applied transparently. “Ghanaians must be assured that this money will not disappear into a black hole. Every cedi must go toward solving the crisis it was created to address,” a COPEC spokesperson said.

In a move widely seen as a concession to stakeholder concerns, government—working with the Chamber of Oil Marketing Companies—has pushed back the levy’s implementation from June 9 to June 16, 2025. The postponement, government says, will allow for further stakeholder consultations and refinement of implementation guidelines.

Analysts say the delay is a window of opportunity for government to strengthen public trust by clearly outlining how the levy will be used and demonstrating early wins in energy sector reform.
