Presidency Intervenes as Parliament Halts Ghana Scholarship Authority Bill Amid Public Concerns

Parliament has hit the brakes on the controversial Ghana Scholarship Authority Bill, 2025, following a high-level intervention from the Presidency and increasing pressure from civil society.

The move marks a significant shift in the legislative process, as concerns grow over the bill’s perceived lack of transparency and the attempt to fast-track it under a certificate of urgency.

The bill, which aims to restructure the country’s scholarship administration system, was being considered clause-by-clause on Thursday, July 17, when Minister of Education Haruna Iddrisu announced a pause, citing direct communication from the Office of the President.

“Mr. Speaker, the Presidency has relayed some concerns and advised that we hold off on the process,” the Minister stated. “As such, I have sought the indulgence of the Chairman to suspend further consideration while consultations continue.”

This development follows sustained advocacy by the Citizens’ Coalition—a coalition of civil society groups, policy experts, and education advocates—who have demanded a broader national dialogue on the future of scholarship governance in Ghana.

While the government maintains that the bill is aimed at enhancing transparency, improving access, and strengthening accountability in scholarship administration, critics fear that the speed of its introduction and limited public engagement raise red flags.

The Chairman of Parliament’s Education Committee, Peter Nortsu-Kotoe, had earlier defended the bill, saying it was the result of Cabinet-level deliberations and not an isolated initiative. He argued that the bill, once passed, would streamline scholarship disbursement and eliminate bureaucratic bottlenecks.

However, civil society organisations argue that the decision to invoke a certificate of urgency sidestepped proper scrutiny and deprived the public of the opportunity to weigh in on a matter of national significance.

In response to the backlash, Minister Iddrisu revealed that stakeholder engagements had already begun. “We met with civil society groups in education on Tuesday, July 15, and we are open to more input. This bill belongs to Ghanaians, and we welcome ideas that can improve it,” he said.

The suspension of the bill is being viewed by analysts as a rare but welcome instance of responsive governance, particularly at a time when trust in public institutions is fragile.

The development signals that the future of the Ghana Scholarship Authority Bill now hinges not just on legislative consensus, but on the extent to which the government can secure public confidence through transparent dialogue and inclusive reform.
