Accra Takes Centre Stage in Africa’s Push for Climate Finance and Urban Resilience

Accra has reaffirmed its leadership in Africa’s climate action efforts as it hosted the maiden C40 Cities Regional Leadership Masterclass on Climate Finance and Governance, drawing city mayors, development partners, and private sector leaders to explore solutions for funding and scaling climate resilience across the continent.

The three-day programme, held from September 30 to October 2, 2025, under the Urban Climate Action Programme (UCAP) with support from the UK Foreign, Commonwealth and Development Office (FCDO), focused on empowering African cities to strengthen governance systems and access climate finance for impactful urban projects.

Opening the session, Mr. Michael Kpakpo Allotey, Mayor of Accra, highlighted the capital city’s vulnerability to flooding, extreme heat, and rapid urbanisation pressures. He outlined measures being rolled out by the Accra Metropolitan Assembly (AMA), including improved waste management, flood mitigation projects, and the promotion of clean energy.

He, however, emphasised that these initiatives require greater collaboration and financial backing to be sustainable.
“The complexity of these climate risks demands urgent access to finance and closer coordination among all stakeholders,” Mr. Allotey said. “This masterclass offers a vital platform to bridge funding gaps, strengthen governance, and mobilize resources that align with our local priorities.”

Mr. Anthony Okoth, C40’s Regional Director for Africa, commended Accra for its proactive stance on climate adaptation, noting that many African cities were grappling with rising temperatures, water shortages, and worsening floods. He said strong political leadership and innovative partnerships were crucial to protecting communities while fostering green economic growth.

“Accra is already setting a benchmark by improving energy efficiency, introducing solar power in public buildings, and reforming its waste management systems,” he stated. “This is the kind of leadership Africa needs—one that combines bold vision with concrete action.”

The outcomes and strategies developed during the Accra session are expected to inform subsequent C40 masterclasses in Dar es Salaam, Lagos, Nairobi, and Tshwane, creating a network of African leaders committed to accelerating urban climate resilience and sustainable growth.

By hosting the inaugural edition, Accra has positioned itself as a hub for climate innovation and collaboration, reinforcing Ghana’s role in advancing the continent’s sustainable urban future.
