2026 Budget: No New Taxes, COVID-19 Levy to Be Scrapped

Ghana’s Minister for Finance, Dr. Cassiel Ato Forson, will on today, Thursday, November 14, 2025, at 2 p.m., present the much-anticipated 2026 Budget Statement and Economic Policy to Parliament — a fiscal blueprint expected to shape Ghana’s economic direction as the country nears the end of its IMF-supported programme.

Information from sources close to the Finance Minister indicates that the 2026 budget will remove the COVID-19 levy and introduce no new taxes, a move aimed at easing the financial burden on citizens and businesses.

The budget will also highlight a significant retooling of the Ghana Armed Forces and a major investment in sports infrastructure, including plans to construct three new modern stadiums across the country.

According to the sources, the policy direction of the 2026 budget will centre on economic stabilisation, job creation, and domestic production, with government targeting renewed confidence and growth following years of fiscal tightening.

Dr. Forson is expected to outline strategies to sustain disinflation, manage debt, and strengthen fiscal discipline, while channeling resources toward productive sectors such as agriculture, manufacturing, and technology.

Stakeholders across the economic landscape — including business associations, labour unions, and civil society groups — have expressed cautious optimism, urging government to balance fiscal prudence with social welfare spending.

The Speaker of Parliament, Rt. Hon. Alban Kingsford Sumana Bagbin, who confirmed the budget date, encouraged MPs to approach the deliberations with “constructive and patriotic engagement” to ensure the 2026 budget reflects the nation’s collective priorities.

Parliament will debate the budget in the weeks following its presentation, with final approval expected before the end of December to allow for smooth implementation in January 2026.

If adopted, the 2026 fiscal policy could mark a turning point in Ghana’s post-IMF recovery, signaling a shift toward homegrown growth and citizen-focused economic management.
