GTEC–UEW Data Row Sparks Wider Debate on Transparency and Accountability in Tertiary Education Governance

A growing dispute between the Director-General of the Ghana Tertiary Education Commission (GTEC), Prof. Ahmed Jinapor Abdulai, and the University of Education, Winneba (UEW), has ignited broader questions about transparency, accountability, and the boundaries of data privacy within Ghana’s tertiary education system.

The controversy emerged after portions of Prof. Jinapor’s past academic assessment records—specifically an assessor’s report from his tenure as a lecturer at UEW—were allegedly released to third parties. The leaked documents reportedly questioned the quality of some of his publications and declined to recommend him for promotion at the time.

While Prof. Jinapor insists the disclosure constitutes a breach of his data protection rights, the incident has reopened long-standing conversations about how academic institutions handle confidential information and whether current practices meet acceptable governance standards.

The matter arrives at a sensitive moment for the education sector, already unsettled by disputes over unaccredited institutions and questions surrounding the authenticity of academic qualifications—issues that GTEC itself has been leading with increasing assertiveness.

For many stakeholders, the clash between GTEC and UEW underscores a deeper structural tension: How can institutions enforce transparency in academic documentation while simultaneously safeguarding personal data? The dilemma has become more pronounced as regulators demand higher levels of accountability from schools, yet internal processes—such as promotion assessments—remain shrouded in tradition and confidentiality.

Education analysts argue that the situation exposes a need for clearer guidelines on what constitutes private academic data, who has the authority to disclose such information, and under what circumstances.

Others believe the episode reflects a growing mistrust between regulators and institutions, made worse by the perception of double standards. Critics point out that GTEC has recently published sensitive information linked to individuals caught in the “fake certificates” saga, yet its leader is now invoking privacy protections over his own records.

Supporters of Prof. Jinapor counter that the principle of data protection must apply to everyone equally—regulators and regulated institutions alike—emphasising that personal rights cannot be selectively enforced.

As UEW faces calls to explain the alleged release and GTEC navigates public scrutiny, the dispute has evolved into a test case for how Ghana’s tertiary sector will balance transparency with privacy in an era of increasing demand for accountability.

Stakeholders expect further developments as both sides prepare formal responses.
