Ghana Confronts Rising HIV Burden as Donor Support Declines

— Government Moves to Secure Domestic Funding for Lifesaving Services

Ghana marked World AIDS Day 2025 with a renewed warning that the fight against HIV is entering a critical phase, as rising infection rates collide with shrinking international donor support. Health experts say the combination threatens to undermine decades of progress unless the country rapidly strengthens domestic financing mechanisms.

Fresh national data shows that more than 334,700 Ghanaians are currently living with HIV, with 15,200 new infections and 12,600 AIDS-related deaths recorded in 2024 alone — figures that officials describe as a stark reminder that the epidemic remains a major public health threat.

But while infections rise, the external resources that have long sustained Ghana’s HIV response continue to decline. In a statement to mark the day, the government underscored that this financial gap is forcing the country to rethink how essential services are funded and delivered.

To address the looming sustainability crisis, President Nana Addo Dankwa Akufo-Addo in February 2025 directed the Ministry of Finance to secure reliable funding for core HIV services. Cabinet has since approved a revised National Workplace HIV and Wellness Policy, while the government has unveiled a National HIV Response Sustainability Roadmap to mobilise domestic resources, expand access to treatment, and reduce long-term dependence on donors.

This year’s global theme — “Overcoming disruption, transforming the AIDS response” — resonates strongly in Ghana, where disruptions caused by funding shortfalls and system shocks continue to affect testing, treatment, and prevention services. The national sub-theme, “Africa Unites Against AIDS”, highlights the continent’s shared responsibility in addressing the epidemic amid changing global priorities.

The government’s statement also placed renewed emphasis on the private sector, warning that HIV’s impact on productivity and economic output makes business involvement essential. Companies are encouraged to adopt workplace HIV programmes, enforce anti-stigma policies, and support national awareness efforts.

As Ghana pushes for a more self-reliant response, officials are urging citizens to undergo regular HIV testing, seek timely treatment, and combat stigma — actions they say are vital to sustaining progress in a period of global financial uncertainty.
