Ghana Moves to Regulate EV Charging Stations Amid Rising Power Demand

The rapid growth of electric vehicle (EV) adoption in Ghana is prompting the government to introduce regulations for charging stations to prevent the emerging sector from putting excessive pressure on the national electricity infrastructure.

The proposed legislation will require operators of EV charging stations to obtain approval from the Energy Commission before setting up their facilities.

The measure, according to the Minister of Energy and Green Transition, Dr Abdulai Jinapor, is intended to ensure that electricity networks have adequate capacity to handle the additional demand created by EV charging, particularly fast-charging systems.

Speaking at the 2026 Future of Energy Conference in Accra, Dr Jinapor said the rapid expansion of EV charging facilities had created the need for government to intervene before unplanned installations begin to undermine the reliability of electricity supply.

He explained that technological advances now allow some electric vehicles to be charged within minutes, but such systems require substantial amounts of electricity.

“People seeing that opportunity have started setting up EV charging stations,” he said, noting that fast-charging technology could consume significant amounts of power.

The Minister warned that charging stations established without proper assessment of local electricity capacity could overload transformers and other components of the distribution network.

“So, what we witness is that people set up EV charging stations and immediately the transformer gets blown,” Dr Jinapor said.

He stressed that the proposed regulation was not intended to discourage investment in electric mobility but to ensure that the expansion of the sector takes place in a manner that protects other electricity consumers.

“We want to ensure that we have reliable supply of power, not just for your EV charging station, but for other uses, including industrial usage,” he said.

Balancing EV Growth with Industrial Demand

Ghana’s growing adoption of electric vehicles is creating a new challenge for energy planners, as demand from charging infrastructure will have to be considered alongside the electricity requirements of industries, mining operations, data centres and other economic activities.

Dr Jinapor said EV users could achieve significant savings on fuel and road-related costs, with research indicating potential savings of about 40 per cent.

However, he cautioned that the benefits of electric mobility must be matched with adequate investment in the country’s power infrastructure.

“But that provides us with a challenge. How do you provide reliable energy to power industrialization in light of EV vehicles being deployed in the country?” he asked.

He said Ghana’s electricity system must therefore be expanded and strengthened to accommodate changing consumption patterns as new technologies become increasingly integrated into the economy.

The Minister emphasised that industrial growth required not only access to electricity but also dependable supply, predictable tariffs and good power quality.

“Industrialization requires electricity at scale. Not just electricity but reliable electricity, predictable tariffs that industries can plan and good power quality,” he said.

Regulation to Support Sustainable Expansion

The proposed approval system is expected to give authorities greater visibility over where charging stations are established and whether existing electricity infrastructure can safely accommodate their operations.

Dr Jinapor said this would help prevent situations where a new charging facility overwhelms a local transformer or distribution network, potentially affecting households, businesses and industries within the same area.

The government is also pursuing broader reforms in the electricity sector aimed at improving the reliability and affordability of power while strengthening infrastructure to support economic activity.

The Minister said energy policy must remain focused on improving Ghana’s industrial competitiveness, adding that emerging technologies such as electric mobility must be incorporated into the national power system without compromising electricity supply to existing consumers.

The proposed regulation therefore seeks to strike a balance between encouraging the growth of Ghana’s electric vehicle market and ensuring that the country’s electricity infrastructure is sufficiently prepared for the additional demand.
