Ghana Moves to Regulate Cryptocurrency Sector as Over 3m Citizens Embrace Digital Assets

Ghana has taken a major step toward regulating its fast-growing cryptocurrency market with the introduction of a new legal framework aimed at tightening oversight of virtual asset transactions and protecting the country’s financial system from emerging digital risks.

The move follows the passage of the Virtual Asset Service Providers (VASP) Act, 2025, as authorities respond to the rapid rise in cryptocurrency use across the country.

According to the Financial Stability Review 2025, published under the auspices of the Financial Stability Council, more than three million Ghanaians are currently using cryptocurrencies for investment, cross-border payments, and other digital financial services.

The report noted that the rapid expansion of virtual assets presents both economic opportunities and regulatory challenges.

“The rapid expansion in the use of cryptocurrencies presents both opportunities and risks, including potential challenges for anti-money laundering and counter-terrorism financing compliance,” the Review stated.

Regulators warned that without stronger supervision, the increasing use of crypto assets could expose Ghana’s financial sector to fraud, illicit financial flows, cybercrime, and exchange rate instability.

To address those concerns, the Securities and Exchange Commission (SEC) and the Bank of Ghana are developing licensing requirements and supervisory guidelines to operationalise the new law and regulate virtual asset service providers operating within the country.

The framework is expected to introduce stricter governance standards, prudential requirements, and risk management measures aimed at safeguarding investors while maintaining financial stability.

Authorities are also undertaking stakeholder consultations and institutional capacity-building programmes to improve regulatory coordination and strengthen oversight capabilities.

The report further highlighted the continued growth of Ghana’s fintech ecosystem, driven by increasing digitalisation, mobile money expansion, and innovation in financial technology services.

However, regulators expressed concern over the rise of unregulated digital lending platforms and illegal loan applications operating outside Ghana’s approved financial system.

The Bank of Ghana has consequently issued directives to clamp down on unauthorised digital credit providers and strengthen consumer protection within the fintech sector.

Despite the risks, the Financial Stability Review acknowledged that innovation in digital finance could significantly improve financial inclusion, expand access to credit, and support economic growth if effectively regulated.

The report stressed that proactive regulation and continuous monitoring would be critical in ensuring that Ghana benefits from digital financial innovation without compromising financial system integrity.
