Accra Mayor Revives Red Line Initiative with Market Women Partnership to Tackle Street Chaos

The Mayor of Accra, Michael Allotey, is set to relaunch the controversial Red Line initiative aimed at restoring order to the city’s chaotic streets, but with a fresh strategy focused on direct collaboration with market women and community leaders.

In a recent interview on PM Express, Mayor Allotey revealed that unlike previous attempts, this time the initiative will be deeply rooted in the local market communities, making traders active partners rather than passive subjects. He emphasized that the failure of earlier efforts stemmed from a disconnect between city authorities and the people most affected—market women.

“Market women have been sidelined for too long,” Allotey explained. “Now, I’m working with them directly. They know the problems, and they’ve even suggested solutions. This is a partnership.”

The renewed Red Line plan involves appointing trusted leaders from the trader communities to oversee compliance, alongside a sizable deployment of over 1,000 youth volunteers tasked with maintaining order around the clock. This is a significant scale-up from the previous approach, which relied on a smaller group of market representatives and lacked the manpower for sustained enforcement.

Mayor Allotey also tied the initiative to the broader vision of a 24-hour economy for Accra under the National Democratic Congress (NDC), promising continuous efforts to keep the city clean and orderly at all hours. This includes night-time ticketing, refuse collection, and an ongoing task force presence.

While acknowledging the previous Red Line’s shortcomings, Allotey insists the new plan is designed for longevity and impact. “This isn’t a short-term campaign or a nine-day wonder. It’s a legacy project I want to leave behind—to make sure the roads stay clear long after I’m gone.”

The mayor’s approach signals a shift from top-down enforcement to community-led urban management, aiming to balance effective regulation with the lived realities of Accra’s bustling street traders. The success of this revived Red Line could determine how the city navigates the challenges of urban congestion and informal economies moving forward.
