Beyond the Symbols of Republicanism – REPUBLICANISM-2026 By PROFESSOR DR. DR. FRANK YAO GBADAGO

Accountable Leadership and the Moral Burden of Self-Rule

Self-rule imposes responsibility. Under colonial rule, the failure of development could be blamed on external domination. Under republican rule, the burden shifts inward. We cannot endlessly blame colonialism while mismanaging our own resources, politicising institutions, tolerating corruption, weakening accountability and rewarding mediocrity.

Accountable leadership is the soul of developmental republicanism. Without it, sovereignty becomes a slogan. Leaders must see public office not as an opportunity for privilege but as a duty of stewardship. Public resources must be treated as national trust, not partisan property. Institutions must serve citizens, not political convenience. Procurement must deliver value, not private enrichment. Taxation must support development, not waste. Natural resources must benefit the people, not only political and commercial elites.

The question is not whether Ghana has leaders. The question is whether Ghana has enough developmental leaders: leaders with discipline, vision, courage, technical competence and moral seriousness. Leadership, in this sense, must go beyond winning elections, occupying offices or managing political constituencies. It must be about building institutions, enforcing standards, protecting public resources, rewarding competence and making decisions that serve both present citizens and future generations.

This is the leadership burden of a republic. Once a people claim self-rule, they also accept responsibility for the quality of their national choices. The failures of development can no longer be explained only by external forces; they must also be examined through the quality of domestic leadership, institutional discipline, citizen responsibility and national priorities.

Whether Ghana can move from symbolic republicanism to developmental republicanism therefore depends largely on the seriousness with which the country confronts its leadership, governance and implementation gaps. The republic has talent, resources, institutions and historical pride. What it needs is the will, discipline and continuity to convert these assets into broad-based prosperity and citizen dignity.

### **Can Ghana Get There Soon?**

Can Ghana deliver dignity through jobs, strong public services, industrial growth, food security, reduced import dependence, accountable leadership and fair distribution of resources any soon?

The honest answer is: yes, but not automatically; and not with business as usual.

Ghana can get there if it treats development as a national emergency rather than a campaign slogan. It can get there if the country builds long-term policy continuity beyond electoral cycles. It can get there if industrialisation, agriculture, education, infrastructure and public sector reform are pursued with seriousness. It can get there if corruption becomes costly, if mediocrity is punished, if competence is rewarded, and if institutions are allowed to work.

But Ghana will not get there soon if the same patterns continue: excessive partisanship, weak execution, short-termism, wasteful expenditure, poor maintenance culture, overdependence on imports, politicised public service, and insufficient accountability for public failure.

The lesson from countries that appear more organised is not that they are perfect. It is that development requires systems. It requires standards. It requires enforcement. It requires planning. It requires continuity. It requires citizens and leaders who understand that national dignity is built through discipline.

### **Conclusion**

Ghana’s republican journey is unfinished. We have achieved the political architecture of a republic, but we have not yet fully achieved the developmental substance of republicanism. We have the flag, the anthem, the Constitution, Parliament, courts and elections. These matter. They are important markers of sovereignty, identity and democratic statehood. But they are not enough.

The deeper question is whether the Ghanaian child can grow up in a society that offers quality education, reliable health care, decent work, safe communities, affordable food, clean surroundings, functioning public services and confidence in the future. That is the republic citizens deserve. That is the republic for which self-rule must labour.

From the foregoing, today’s Republic Day should challenge us to move from symbolic sovereignty to practical sovereignty; from political independence to economic productivity; from constitutional form to citizen dignity; from national pride to national performance. It must call us beyond celebration into responsibility, beyond rhetoric into results, and beyond blame into collective renewal.

This is a call to every aspect of the government machinery: the Presidency, Cabinet, Parliament, the Judiciary, ministries, departments and agencies, metropolitan, municipal and district assemblies, state-owned enterprises, regulatory bodies, security agencies and the entire public service. Each must rise to the demands of the developmental republic by working with discipline, urgency, transparency, competence and fidelity to the public good.

Ghana has not failed beyond redemption. But Ghana has not yet arrived. The promise of the republic remains alive, but it must now be redeemed through disciplined leadership, productive citizenship, institutional accountability and a new national seriousness about development.

The republic must no longer be measured only by the symbols we display. It must be measured by the dignity our people experience, the opportunities our children inherit, the trust our institutions command, and the confidence with which every citizen can say: this republic works for me too.

Ghana’s transformation cannot be outsourced to one leader, one party, one government or one institution. It is a shared national assignment. Let us therefore put our minds, hands and hearts to it.

Yara asase ni.
