Gov’t Faces Pressure to Modernise Ghana Air Force After Fatal Helicopter Crash

Probe Finds Weather, Outdated Equipment, and Training Gaps Behind August 6 Disaster

The government is facing growing calls to overhaul Ghana’s ageing military aviation fleet after an official probe into the August 6, 2025 helicopter crash revealed that outdated equipment, lack of modern navigation systems, and limited pilot training infrastructure significantly contributed to the tragedy that claimed eight lives — including senior government officials.

The Investigative Committee, chaired by Captain (Rtd) Paul Forjoe, presented its findings on Tuesday, November 11, warning that without urgent reforms, similar air disasters could occur.

“The Ghana Air Force urgently requires fleet modernisation,” the committee said.
“Investment in modern aircraft and technology is the only way to ensure operational safety and prevent future losses.”

A Tragedy Exposing Deeper Systemic Flaws

The probe confirmed that the Harbin Z-9EH helicopter (GHF 631) — which crashed in the Adansi Akrofuom District while on an anti-illegal mining mission — encountered sudden weather deterioration mid-flight. However, investigators concluded that the absence of terrain avoidance warning systems and modern navigation aids left the crew with limited situational awareness during the critical moments before impact.

The aircraft, which departed Accra at 9:12 a.m. en route to Obuasi, lost radar contact less than an hour later. All eight aboard perished — among them Defence Minister Dr. Edward Omane Boamah, Environment Minister Ibrahim Murtala Muhammed, Acting Deputy National Security Coordinator Muniru Mohammed Limuna, and Air Force personnel led by Squadron Leader Peter Bafemi Anala.

Training, Equipment, and Oversight Deficiencies

While the report described the crash as a “weather-induced accident,” it underscored training deficiencies and obsolete safety infrastructure within the Air Force.
The committee cited the lack of recurrent simulator training, limited flight data monitoring, and inadequate en route navigation aids, particularly in remote operational zones.

It also called for immediate installation of voice and audiovisual-capable flight data recorders, and the creation of a national flight tracking system to monitor military aircraft in real time.

“If Ghana’s pilots had access to advanced simulators and terrain alert systems, this tragedy could likely have been averted,” the report concluded.

Key Recommendations

The Forjoe-led committee made several urgent proposals:

Acquisition of modern aircraft equipped with terrain avoidance and advanced navigation systems.

Installation of cockpit voice and flight data recorders.

Investment in certified simulators for recurrent training.

Development of en route navigational aids in underserved regions.

Establishment of a flight data monitoring and en route tracking system.

Modernisation of ground support and maintenance facilities.

Next Steps

The investigation — conducted under the supervision of National Security Coordinator Abdul-Osman Razak in collaboration with the Ghana Air Force and GCAA, with input from international aviation safety experts — concluded that systemic reform is critical to restore confidence in the military’s aviation capabilities.

A full report is expected to be made public at an official press briefing later on November 11.

For many Ghanaians, however, the findings echo a familiar frustration: repeated safety warnings that go unimplemented until tragedy strikes again.

“The loss of these distinguished public servants must mark a turning point,” Captain Forjoe emphasised.
“We cannot afford to wait for another disaster before we act.”
