Ghana Races Against 2026 Deadline to Avoid EU Fish Export Ban Amid Calls for Tougher Maritime Laws

Ghana faces a ticking clock as it scrambles to reform its fisheries sector and avert a looming European Union (EU) red card that could cripple the country’s fish export industry by 2026.

The warning was re-emphasised by Dr. Godfred Seidu Jasaw, Chair of Parliament’s Select Committee on Food, Aquaculture and Cocoa Affairs, during a high-stakes stakeholders’ meeting in Accra focused on finalising the Fisheries and Aquaculture Bill.

With two previous yellow card sanctions from the EU in 2013 and 2021 over illegal, unreported, and unregulated (IUU) fishing, Ghana is now at a critical juncture. A red card would not only mean a total ban on fish exports to the EU, but also tarnish the country’s international trade reputation.

“We cannot afford a red card,” Dr. Jasaw warned. “This is not just about compliance; it’s about protecting the livelihoods of over three million Ghanaians tied to the fisheries value chain.”

The EU is one of Ghana’s top seafood destinations, and a ban would translate into severe export revenue losses—on top of domestic job cuts and economic shocks in coastal communities.

Fisheries Minister Emelia Arthur, in her address, stressed the urgency, noting that the bill has been laid before Parliament under a certificate of emergency. She confirmed that once finalised, it will be submitted to both the EU and the Food and Agriculture Organisation (FAO) for technical review.

But stakeholders say passing a bill alone isn’t enough.

Representatives from fishing communities and industry organisations called for stricter enforcement mechanisms, especially targeting foreign fishing vessels and their captains, many of whom are often repatriated after violations without prosecution.

“Enough of the warnings. We must hold illegal operators accountable under Ghanaian law,” one stakeholder said. “Let them face our courts, not just be flown back home.”

The revised bill—now comprising 167 clauses and 170 sections—seeks to cover everything from inland and marine fishing management to aquaculture regulation, penalties for offenders, and vessel monitoring.

As Parliament prepares to push the bill through, there’s growing consensus that the effort must extend beyond legislation to a cultural shift in compliance, enforcement, and resource management.

Failure to act decisively could not only isolate Ghana from lucrative European markets, but also sink thousands of families into economic despair—at a time when every dollar counts.
