The GH¢3bn Allegation And The GH¢2bn Industry Target: The flawed math behind the NLA-KGL investigative reports

Public debate surrounding Ghana’s lottery industry reached a boiling point today, October 29, 2026, after critical discrepancies emerged between investigative reports published by a local media outlet and actual market realities regarding revenue generated by the National Lottery Authority (NLA) and its third-party collaborator, KGL Technology Limited.

Questions are now mounting over why a media outlet previously reported in September 2025 that the NLA “gave away” a prime business valued at GHS 3 billion to KGL in exchange for a “paltry” GHS 170 million annual payment, only to report today that the NLA stands to benefit around GHS 2 billion from all licensed Private Lotto Operators (PLOs) combined including KGL.

Industry watchers, legal experts, and civil society groups are now questioning the source and validity of the GHS 3 billion valuation originally pushed to the Ghanaian public.

The GHS 3 Billion Myth vs. Historical Facts

In September 2025, a media outlet made headlines with an investigative piece claiming the state lost billions to KGL Technology Limited. However, historical data from the NLA shows that the entire state lottery sector never generated GHS 3 billion in annual revenue.

Between 2013 and 2020, total revenue generated by the NLA over an eight-year period accumulated to approximately GHS 2.76 billion, while total payments made by the NLA directly into the Consolidated Fund over those eight years combined reached only GHS 182 million.

Reacting to the narrative back in late 2025, Executive Director of the Chamber of Indigenous Business & Investors (CIBI), Mr. Alistair Nelson, called out the mathematical flaw in the investigative report:

> “It is extremely misleading and factually inaccurate for anyone to claim the NLA handed over a GHS 3 billion business to KGL. The NLA’s entire historical revenue over eight years combined didn’t even reach 3 billion Cedis. To suggest KGL received a single-year business of that volume for ‘peanuts’ was a complete fabrication that ignored prize payouts, operational costs, and actual historical yields.”

The Narrative Shift: From GHS 3 Billion “Giveaway” to GHS 2 Billion Target

Fast forward to October 2026, updated reports indicate that total projections across the entire lottery sector combining all 29 registered private lotto operators and collaborators like KGL, Game Park, Zeta Technologies, and Alpha Lotto reach roughly GHS 2 billion.

Out of this collective market, financial records for the preceding fiscal year show KGL Technology Limited alone contributed over GHS 173 million to the NLA, while 29 other private operators combined contributed approximately GHS 44.9 million.

Industry analyst and financial commentator Kwaku Mensah highlighted the irony of the shifting figures:

> “If today the realistic projection for the entire industry including KGL and nearly thirty other operators is placed around 2 billion Ghana Cedis, then where on earth did a media outlet extract the 3 billion Cedi figure for KGL alone back in 2025? The numbers simply do not add up. It points to either a fundamental misunderstanding of gross turnover versus net revenue or deliberate sensationalism.”

A senior executive close to the NLA regulatory operations, speaking on condition of anonymity, added further context regarding the revenue models:

“Gross wagers are not net profit. When people play the lottery, up to 50% or more goes straight into paying winning tickets and prizes. Another chunk covers taxes, technical infrastructure, USSD session fees, and vendor commissions. Conflating total gross ticket sales with net state revenue shows a lack of financial literacy. KGL’s payment of over 170 million annually to the state represented a far higher yield than what the state achieved when it managed the operations alone.”

Calls for Journalistic Accountability

With the current data contradicting the 2025 claims, stakeholders are demanding that media platforms maintain high standards of financial auditing before publishing reports that impact public trust in public-private partnerships.

As one civil society representative noted in Accra today:

“When the media putlet presents sensational figures like GHS 3 billion without factoring in operational realities, it misleads the public and damages legitimate business agreements. Today’s narrative completely undermines yesterday’s claims.”
