ECG Rolls Out Aggressive Debt Recovery Campaign in Volta and Oti Regions

The Electricity Company of Ghana (ECG) is stepping up efforts to recover unpaid electricity bills in the Volta and Oti Regions with a new campaign titled “Operation All Must Pay.” The bold initiative, beginning Monday, July 14, 2025, signals a shift toward a stricter enforcement regime as ECG moves to clamp down on non-payment, illegal connections, and unregistered electricity users.

Under the new approach, ECG teams will spend two weeks each month through December 2025 actively pursuing revenue recovery from defaulting customers. The exercise, officials say, is designed to secure funds needed to maintain infrastructure, reduce power losses, and deliver consistent service to all electricity users.

Mrs. Eunice Tweneboa Kodua, the ECG’s Volta Regional Public Relations Officer, told journalists that the initiative targets several categories of customers, including those with significant unpaid bills, SHEP beneficiaries not yet registered, and previously unbilled but active users.

“This is not just a disconnection exercise—it’s a comprehensive audit of our customer base and service delivery,” Mrs. Kodua emphasized. “From illegal connections to verification of legitimate consumers, the operation will help us tighten revenue leakages and reinforce fairness in power distribution.”

Key activities include:

  • Disconnection of customers with outstanding debts
  • Detection and sanctioning of illegal connections
  • Billing of active but previously unregistered users
  • Identifying unpaid SHEP beneficiaries
  • Recovery of both technical and commercial power losses

To avoid disconnection, customers are being encouraged to clear their outstanding debts immediately and use ECG’s multiple digital and banking payment platforms, including the ECG Mobile App.

Mrs. Kodua also cautioned residents against impersonation and fraud, stating that all ECG personnel on duty would be properly attired and carry valid identification. “We’re taking customer safety seriously,” she said. “No staff member should be allowed access without proper credentials.”

While ECG maintains that the operation is a necessary step toward sustainability, some residents have raised concerns about affordability and the short timelines given. Nonetheless, the company insists that revenue collection is critical for long-term service improvement and urges customers to cooperate fully.

The campaign signals ECG’s increasing reliance on aggressive fieldwork and community engagement to clean up its books and reduce dependence on government bailouts. If successful, Operation All Must Pay could become a national model for addressing Ghana’s chronic challenges in utility bill collection.
