GRA Challenges Legitimacy of GH¢376 Million Debt Claim, Citing Procedural Lapses in NIA Agreement

A brewing controversy between two of Ghana’s key public institutions—the Ghana Revenue Authority (GRA) and the National Identification Authority (NIA)—has brought to light critical issues around inter-agency governance, accountability, and contract enforcement within the public sector.

On Tuesday, August 5, the GRA issued a strongly worded statement dismissing claims by the NIA that it owes more than GH¢376 million in unpaid arrears. The dispute erupted after the NIA reportedly cut the GRA’s access to its Identity Verification Service (IVS) platform, citing the unpaid amount as justification.

However, the GRA insists the claim is baseless and lacks the necessary regulatory and administrative approvals to be considered binding.

“No Formal Contract, No Enforceable Debt”

At the heart of the dispute is a fundamental governance question: Were the past engagements between the two agencies properly contracted and approved?

According to the GRA, its internal audit traced the alleged debt to legacy arrangements that pre-date 2025—agreements which, the Authority says, were never formalised through the proper regulatory channels. Without official contracts, GRA argues, the NIA has no legal grounds to enforce payment.

“Our protocols require documented, approved agreements before financial obligations can be recognised,” the GRA said, stressing its commitment to transparency and lawful compliance.

Questions Over Inter-Agency Cooperation

The revelation has sparked concerns over how government institutions manage shared services and financial arrangements. Despite years of cooperation—including NIA’s operation of Ghana Card registration desks within GRA facilities at no cost—the lack of clearly documented agreements appears to have sown discord.

“This isn’t just about money—it’s about how state institutions formalise and govern partnerships,” a governance analyst told Channel One News. “Without robust systems, these kinds of disputes are inevitable and undermine public confidence.”

Disruption of Services Sparks Public Concern

The GRA’s temporary disconnection from the NIA’s verification system has also raised eyebrows, particularly as Ghana intensifies its efforts to integrate the Ghana Card into national databases, including the tax system.

Analysts warn that such disruptions—fueled by administrative breakdowns—could hinder national digitisation efforts and delay key reforms in revenue mobilisation and identity management.

Path to Resolution?

Despite the tension, the GRA says high-level discussions are ongoing to resolve the impasse amicably. It reaffirmed its support for inter-agency collaboration, stating that it remains committed to leveraging the Ghana Card for tax administration and national development.

But the episode has reignited calls for institutional reforms to ensure clearer accountability frameworks, enforceable contracts, and better oversight in all government-to-government transactions.
