Ghana Faces Critical IMF Test as Fifth Programme Review Begins Today

Ghana enters a decisive phase of its $3 billion International Monetary Fund (IMF) programme today, as the Fund commences its fifth review mission—a make-or-break assessment of the country’s economic progress ahead of the programme’s final stretch.

A full IMF team, led by Mission Chief Stéphane Roudet, arrived in Accra over the weekend and will spend the next two weeks engaging with government and central bank officials. The mission will assess whether Ghana has stayed on course with key reform targets and whether the country is truly ready to sustain its economic gains beyond the life of the programme, which is scheduled to end in May 2026.

The team will hold technical discussions with staff of the Ministry of Finance and the Bank of Ghana, and meet with Finance Minister Dr. Ato Forson and BoG Governor Dr. Johnson Asiama.

Tough Questions Await Government Officials

While Ghana has so far received approximately $2.3 billion of the IMF support package, this review—seen as the penultimate hurdle—could be the most challenging yet. A successful outcome would unlock the next tranche of about $360 million in October 2025, but several unresolved issues threaten to complicate the process.

According to sources familiar with the agenda, the audit of arrears from public construction and capital projects remains incomplete. The IMF is expected to press for clarity on how much was spent and whether the expenditures were in line with agreed reforms.

In addition, the Bank of Ghana’s recent monetary policy decisions—including its rate cuts amid a sharp drop in inflation—will come under scrutiny, alongside concerns about foreign reserve sustainability and the central bank’s ongoing dollar interventions.

Fiscal Future in the Spotlight

As the IMF programme winds down, there is growing anxiety among analysts and donor partners that Ghana may struggle to maintain fiscal discipline once the external guardrails are removed.

“There’s concern that the gains made under the IMF could erode quickly without post-programme safeguards,” one economic analyst told Joy Business. Some partners are already lobbying for “shock absorber” mechanisms to keep Ghana on a sustainable path after the final review in April 2026.

The government, however, remains optimistic. It insists that reforms are institutionalized and will outlive the programme. Officials point to a new public financial management framework and tighter expenditure controls aimed at preserving macroeconomic stability.

What the IMF Will Review

This review will assess Ghana’s economic data up to June 2025, with emphasis on:

Inflation performance and policy rate response

Foreign reserves and exchange rate management

Progress on arrears audits and expenditure tracking

Challenges in the financial sector, especially around undercapitalised private and state-owned banks

Revenue performance and whether tax reforms are delivering expected results

Shortfalls in statutory funds and social sector financing

The Bigger Picture

The IMF’s Extended Credit Facility, approved in May 2023, was designed to restore macroeconomic stability, mobilise domestic revenue, restructure spending, and protect vulnerable populations. It also aimed to create an enabling environment for private sector-led growth and job creation.

As Ghana approaches the final year of the programme, the fifth review represents a critical inflection point. What happens over the next two weeks could shape not only the country’s short-term economic prospects but also investor confidence and fiscal credibility long after the IMF departs.
