The high-profile trial of former National Signals Bureau (NSB) Director-General, Mr. Kwabena Adu-Boahene, has taken a dramatic turn, as new documents from an Israeli contractor directly contradict claims made by the Attorney-General regarding the non-delivery of a multimillion-dollar cyber defence system.
The case, which centres on allegations of procurement fraud and breach of trust, now finds itself at the heart of a potential diplomatic and institutional controversy, as International Security Consulting Holding Ltd. (I.S.C HOLDING Ltd.) has confirmed the full delivery of the system that the Attorney-General claims was never received.
Attorney-General’s Assertion Challenged
In earlier court submissions, Attorney-General and Minister of Justice, Dr. Dominic Ayine, stated unequivocally that:
“No cybersecurity system of the description in the January 30, 2020, contract was ever received by the Bureau of National Communications or its successor, the National Signals Bureau, or by the Government of Ghana.”
He further cited an official inventory report from the National Security Secretariat, which allegedly showed no record of the equipment being delivered or stored, as per standard public service procedures.
But a May 28, 2025 letter from I.S.C HOLDING Ltd. addressed to Mr. Samuel Atta Akyea, counsel for Mr. Adu-Boahene, tells a very different story.
Contractor Confirms Full Delivery
“We hereby declare and for the avoidance of any doubt that: all Cyber defence systems, procured by the NSB, supplied under a confidential agreement signed on January 30th, 2020, with an associated continuing service covenant, were fully delivered to Ghana’s National Security,” the Israeli firm stated.
The company—renowned for delivering advanced cybersecurity and intelligence solutions to governments and defence institutions globally—emphasised its credibility and operational transparency. It also expressed readiness to engage formally with Ghanaian authorities to confirm the existence, delivery, and usage of the system.
Implications for the Prosecution
The latest revelation puts the credibility of the prosecution’s case under intense scrutiny, raising questions about internal documentation, inventory practices, and inter-agency communication within Ghana’s national security architecture.
If proven accurate, I.S.C HOLDING Ltd.’s claims could significantly undermine the basis of the charges against Mr. Adu-Boahene, potentially shifting the focus toward administrative lapses or political motivations behind the trial.
The company was clear that its confirmation relates strictly to Mr. Adu-Boahene’s tenure as Director-General and reaffirmed its commitment to integrity:
“Our consultants are seasoned professionals with extensive experience acquired through years of service in the Israeli Security Agency… We reaffirm our commitment to the standards of our engagements and are open to formal verification.”
Broader Questions Raised
This emerging contradiction not only clouds the legal proceedings but raises broader questions about:
Transparency and record-keeping within Ghana’s intelligence services
The potential political dimensions of the case
Ghana’s reliance on foreign contractors for sensitive security infrastructure
The mechanisms in place to verify and track classified equipment procured with public funds
As legal arguments continue to unfold, pressure is mounting on the prosecution to reconcile its narrative with documented supplier testimony, while defence lawyers may leverage the latest disclosure to push for dismissal or a reassessment of the charges.
What’s Next?
Observers say the court may soon require testimony or affidavits from I.S.C HOLDING Ltd. representatives, or even an independent audit, to establish the truth behind the cyber system’s delivery and deployment status.
The unfolding developments suggest this trial could have repercussions beyond the courtroom—potentially affecting international procurement protocols, Ghana’s national security credibility, and the career trajectories of high-ranking public officials.
