Government Defends 2026 Budget as Shift Toward Inclusive Development, Says GDP Alone Can’t Measure Real Progress

Government officials have moved to justify the direction of the 2026 Budget, insisting that its design reflects a deliberate shift from traditional, growth-focused metrics toward policies that directly target poverty and long-term structural transformation.

At the KPMG/UNDP 2026 Post-Budget Forum in Accra, the Ministry of Finance argued that using GDP as the primary measure of economic health risks oversimplifying the lived realities of Ghanaians.

Delivering remarks on behalf of Finance Minister Dr. Cassiel Ato Forson, Chief Economist Officer Samuel Danquah Arkhurst said the country must increasingly evaluate development through indicators that capture social welfare, inequality, and household resilience—factors he believes the budget prioritises more directly than in previous years.

“GDP tells only part of the story,” Mr. Arkhurst said. “It does not fully reflect how vulnerable groups are coping, nor does it measure whether growth is inclusive. This is why the 2026 Budget allocates resources in a way that deliberately targets poverty reduction.”

He noted that while GDP remains an important reference point, its ability to measure poverty outcomes is limited because it does not capture disparities in income distribution, the cost of living, or the quality of public services. He pointed out that this gap is one reason the Ghana Statistical Service has begun presenting monthly GDP projections while conducting periodic poverty surveys that offer deeper insight.

“If these indicators don’t always appear explicitly in the budget, it is not because they are ignored,” he explained. “Rather, the resource allocation itself reflects a pro-poor strategy.”

Mr. Arkhurst added that the 2026 Budget is anchored in long-term economic restructuring, with major infrastructure projects and energy investments described as critical pathways to transformation. He cited the planned 1,200-megawatt power plant and commitments toward the green transition as examples of investments intended to reshape the economy rather than simply expand it.

“Economic transformation is a means to a better quality of life,” he said. “That is what the budget seeks to advance.”

According to the Ministry, the 2026 fiscal plan aims to balance immediate social concerns with forward-looking investments, signalling a broader shift toward development measurement that prioritises people over macroeconomic statistics.
