Cybersecurity Gaps Threaten Ghana’s Digital Finance Ambitions, Analyst Warns

Concerns are mounting over the security of Ghana’s rapidly expanding digital financial sector, as cybersecurity experts warn that the absence of a long-term, coordinated protection strategy could expose the economy to serious cyber risks.

Cyber Security Analyst Mr. Amenyo Tettey Normanyo has cautioned that despite the growth of digital banking, fintech innovations, and mobile money platforms, Ghana’s financial ecosystem is operating without a comprehensive cybersecurity transformation roadmap. He believes this gap leaves institutions vulnerable to increasingly sophisticated cybercrime networks and possible state-backed cyber threats.

According to Mr. Normanyo, Ghana needs a dedicated 2026–2030 Cybersecurity Transformation Plan that goes beyond existing guidelines to provide a unified and forward-looking defence structure for the entire financial sector. He explained that while the Bank of Ghana has introduced measures to improve cybersecurity, they do not constitute a long-term strategy capable of keeping pace with evolving digital risks.

He stressed that the proposed plan should focus on strengthening governance systems, upgrading digital infrastructure, developing skilled cybersecurity talent, improving incident response mechanisms, securing cloud-based operations, and enhancing overall operational resilience across financial institutions.

Mr. Normanyo warned that failure to modernise cybersecurity frameworks could have far-reaching consequences, including economic disruption and erosion of investor confidence, should Ghana experience a major cyberattack.

“Ghana cannot promote itself as a digital financial hub while ignoring the security foundations that support that transformation,” he noted, adding that public trust and financial stability are closely tied to proactive cybersecurity planning.

He also pointed to a sharp rise in reported cyber incidents targeting financial institutions across West Africa between 2019 and 2024, describing the trend as a regional threat that could easily spill over into Ghana’s financial system.

As the country seeks to position itself as a digital leader in West Africa, Mr. Normanyo emphasised that cybersecurity must be treated as a national priority rather than a technical afterthought.

He therefore called on policymakers, regulators, and industry stakeholders to act swiftly in developing and implementing a sector-wide cybersecurity transformation plan to protect Ghana’s digital economy and sustain long-term investor confidence.
