CETAG Strike Ends After Government Pays Key Allowances, But Labour Disputes Persist

The Colleges of Education Teachers Association of Ghana (CETAG) has officially called off its nearly three-month nationwide strike after the government released funds to settle several outstanding allowances owed to members.

In a statement issued on Monday, February 16, 2026, and signed by National President Maxwell Bunu and National Secretary Fidelis Kamaayi, the Association directed all tutors across the country’s Colleges of Education to return to the classroom with immediate effect.

The industrial action, which began on November 24, 2025, was triggered by delays in implementing financial commitments arising from an arbitral award by the National Labour Commission (NLC). CETAG had accused the government of failing to honour the award for more than two years.

According to the Association, the decision to suspend the strike follows the payment of the All-Year-Round Work Compensation for additional duties carried out in 2022, as well as arrears for the 2023/2024 Book and Research Allowance. The government also settled the 2022 Research Top-Up Allowance for staff of Akrokerri College of Education.

CETAG described the payments as a positive development and a demonstration of responsiveness to its demands. However, it stressed that the suspension of the strike does not mark the end of its grievances.

Two major issues remain unresolved and are currently before the NLC for adjudication. These include the payment of Book and Research Allowance arrears for the 2022/2023 academic year — which CETAG insists must be paid on a pro rata basis — and what it describes as the downgrading of senior tutors with master’s degrees within the Colleges of Education system.

The Association argues that the alleged downgrading undermines professional standards and breaches agreed conditions of service, as well as provisions of the Labour Act, 2003 (Act 651).

While returning to work in what it calls a show of good faith, CETAG has urged the NLC to fast-track deliberations on the pending matters to secure a comprehensive and lasting resolution. It assured members that leadership remains committed to ensuring full enforcement of their rights.

The strike action had been declared indefinite following an emergency meeting of the Association’s National Executive Committee and National Council on November 19, 2025, paving the way for the nationwide withdrawal of services five days later.
