BoG Pushes Major Shift to Turn Diaspora Remittances into Long-Term Investment Capital

The Governor of the Bank of Ghana (BoG), Dr Johnson Asiama, has outlined a new policy direction aimed at repositioning remittance inflows as a strategic source of investment capital for national development, rather than primarily consumption-based transfers.

He said the central bank is working closely with key government institutions to structure diaspora remittances into productive investments capable of supporting sustainable economic growth.

“Unlocking this full potential requires a deliberate transition—from consumption-driven remittances to investment-oriented diaspora capital flows,” Dr Asiama stated.

He made the remarks at the maiden edition of the BoG Diaspora Roundtable Programme, dubbed “Remit2Invest,” held in Virginia, United States.

The engagement formed part of a broader initiative by the Bank of Ghana to deepen collaboration with government agencies and the private sector to channel diaspora funds into key sectors of the economy.

The event brought together Ghanaian professionals and entrepreneurs from the Washington D.C., Virginia, and Maryland region, alongside representatives from commercial banks, the Ghana Investment Promotion Authority, and technical experts from the central bank.

Discussions focused on practical investment opportunities, financial instruments, and mechanisms to attract diaspora capital into sectors such as SMEs, real estate, infrastructure, and financial services.

Dr Asiama explained that the choice of the DMV region was intentional, given its large and economically active Ghanaian community and concentration of skilled professionals.

Remittances Outpace Foreign Investment

The BoG Governor revealed that remittance inflows reached approximately $7.8 billion in 2025, significantly higher than the estimated $2.5 billion recorded in Foreign Direct Investment (FDI) over the same period.

He noted that remittances now account for about 6 percent of Ghana’s GDP, underscoring their growing importance in the country’s external sector.

“In 2024, Ghana recorded about $4.6 billion in remittances. This has continued to rise, highlighting its importance in our economic structure,” he said.

Policy Push to Formalise and Expand Flows

Dr Asiama outlined a series of policy interventions aimed at improving the impact of remittances on the economy. These include strengthening formal transfer channels, enhancing foreign exchange transparency, improving remittance data systems, and supporting digital payment infrastructure.

He also disclosed ongoing work on diaspora bonds and other structured investment products that would allow Ghanaians abroad to invest directly in government and private sector projects through regulated financial institutions.

Fintech and Digital Innovation Drive

The BoG is also collaborating with fintech companies to reduce remittance costs and improve transaction efficiency.

According to Dr Asiama, emerging technologies such as digital ledger systems and tokenisation are being explored to enhance speed, security, and traceability of cross-border transfers.

He added that the long-term goal is to ensure that diaspora investors can seamlessly participate in Ghana’s financial ecosystem.

“We want a system where a Ghanaian abroad can easily invest in government securities, SMEs, fintech, real estate, or infrastructure through trusted and efficient channels,” he said.

Diaspora Positioned as Economic Pillar

Dr Asiama stressed that the diaspora should be regarded as a core component of Ghana’s economic strategy rather than external contributors.

“The diaspora is not peripheral to our economy—it is central to our external stability, investment strategy, and economic transformation agenda,” he stated.

He added that if properly harnessed, remittances could serve as a stable source of long-term capital even during global economic shocks.

Macroeconomic Outlook

On the broader economy, the Governor said Ghana’s macroeconomic framework had been recalibrated to strengthen stability and investor confidence.

He pointed to declining inflation, improved foreign reserves, and a more stable currency as evidence of progress.

“Gross international reserves have strengthened, improving import cover, while the cedi has shown resilience supported by appropriate policy tightening and effective liquidity management,” he said.
