EOCO Investigator Details Alleged $7 Million Transfers in Adu Boahene Trial

A lead investigator with the Economic and Organised Crime Office (EOCO), Frank Marshall Cromwell, has told the High Court that former National Signals Bureau Director-General, Kwabena Adu Boahene, and his wife allegedly moved a total of US$7 million through cheques issued from a jointly operated account.

Cromwell made the disclosure during cross-examination by Deputy Attorney-General Justice Srem-Sai in the ongoing GHS49.1 million theft case.

He told the court that records indicate three separate cheques were issued by Adu Boahene and his wife, Angela Adjei Boateng, into an account they jointly controlled.

According to the investigator, part of the funds was used in February 2020 to pay US$1.75 million to Israeli firm ISC Holdings for the purchase of a cybersecurity defence system.

He testified that this transaction was the only recorded payment from the account for that specific procurement purpose.

Cromwell further stated that shortly after the transaction, the accused persons instructed the closure of the accounts involved in the deal, after which remaining funds were transferred to another account held at UMB Bank in the name of Mrs. Adjei Boateng.

The testimony forms part of the prosecution’s effort to trace the movement of funds and establish how public money allegedly entered private accounts and was subsequently used.

The court also heard that the accused persons are facing multiple charges, including stealing, conspiracy to steal, defrauding by false pretences, money laundering, and causing financial loss to the state.

Prosecutors allege that Adu Boahene, in his capacity as then Director of the NSB, unlawfully transferred GH¢49.1 million from the National Security Coordinator’s Special Operations Account into a private company account belonging to BNC Communications Limited.

The case has been adjourned as proceedings continue.
