Tema Residents Demand Jobs, Lower Fuel Prices as Ghana Expands Local Oil Refining

Residents of Tema are calling for Ghana’s renewed push to refine more of its crude oil locally to translate into tangible benefits for ordinary citizens, particularly through job creation, skills development and more stable petroleum prices.

Their expectations come amid renewed activity in Ghana’s downstream petroleum sector, following the resumption of crude oil processing at the Tema Oil Refinery (TOR) and the supply of locally produced Jubilee crude to domestic refineries.

For residents, the return to greater domestic refining presents an opportunity for Ghana to retain more value from its crude oil resources instead of exporting crude and relying heavily on imported refined petroleum products.

Mr Joseph Tetteh, a trader at the Tema Central Market, said increasing local refining could help reduce the pressure on the country’s foreign exchange reserves caused by petroleum product imports.

He said keeping more of the value generated from Ghana’s crude oil within the domestic economy could also boost businesses and support industrial growth.

Beyond foreign exchange savings, some residents believe the expansion of refining capacity could provide much-needed employment opportunities.

Mr Kojo Boafo Osei, a computer accessories dealer, said increased refinery operations could generate jobs both directly and indirectly by creating demand for technical services and other businesses connected to the petroleum industry.

Mr Bright Mawuko, another Tema resident, also urged authorities to make skills development a key component of the expansion.

He said Ghanaian workers should be positioned to take advantage of employment opportunities created by the growing downstream petroleum sector, rather than leaving the benefits largely to foreign expertise.

However, for some residents, the success of the initiative will ultimately be measured at the fuel pump.

Taxi driver Mr Nicholas Kojo Darko said consumers would expect greater domestic refining to help make petroleum prices more predictable and cushion motorists from sharp movements in international markets.

He argued that local refining should not only be viewed as an industrial achievement but should also produce benefits that ordinary consumers can feel.

Madam Akweley Adjetey, a businesswoman engaged in the import trade, meanwhile called for greater transparency in the management of the economic gains expected from domestic oil processing.

She said effective oversight would be necessary to ensure that the benefits from Ghana’s petroleum resources translate into wider economic opportunities rather than being concentrated among a few players.

The government has projected that with increased refining capacity at TOR and Sentuo, the two facilities could eventually meet about 70 per cent of Ghana’s domestic demand for refined petroleum products.

The renewed focus on local refining is therefore being viewed as an opportunity to reshape Ghana’s downstream petroleum industry, reduce dependence on imported refined products and retain a larger share of the value generated from the country’s crude oil within the local economy.

For residents of Tema, however, the expectation is clear: increased refining must go beyond higher production figures and deliver jobs, stronger local businesses, skills development and meaningful relief for consumers.
