Ghana Reference Rate Drops 5.64 Percentage Points in 2026

The Ghana Reference Rate (GRR) has declined by 5.64 percentage points since the beginning of 2026, reaching 10.04% in October from 15.68% in January, signalling a significant easing in the benchmark used by banks to price loans and other credit facilities.

The latest figure represents a further 0.14 percentage-point decline from the 10.18% recorded in September.

The sustained downward movement comes despite the Bank of Ghana maintaining its policy rate at 14%, highlighting a divergence between the central bank’s monetary policy rate and the market-based factors that influence the Ghana Reference Rate.

The GRR fell to 14.58% in February and then dropped sharply to 11.71% in March. It declined further to 10.06% in April, before easing marginally to 10.03% in May and 10.02% in June.

The downward trend was temporarily interrupted in July and August, when the rate rose to 10.59% and 10.61%, respectively.

However, the benchmark resumed its decline in September, falling to 10.18%, before reaching 10.04% in October.

Potential relief for borrowers

The continued reduction in the GRR could create room for lower borrowing costs for businesses and households whose loans are linked to the benchmark.

For businesses, cheaper credit could help reduce the cost of financing working capital, equipment purchases and expansion, potentially improving cash flows and investment decisions.

Households with variable-rate loans could also benefit if banks pass on the reduction to customers.

However, the decline in the GRR does not automatically mean that lending rates across the banking sector will fall by the same margin.

Banks take other factors into account when pricing loans, including credit risk, operating expenses and the cost of mobilising deposits.

Policy rate remains unchanged

The movement in the GRR also underscores the difference between the benchmark rate used in loan pricing and the Bank of Ghana’s Monetary Policy Rate.

The central bank has maintained its policy rate at 14% at its latest Monetary Policy Committee meeting.

The decline in the GRR therefore does not necessarily represent a shift in the Bank of Ghana’s monetary policy stance.

Rather, it reflects movements in other market-based components that feed into the calculation of the reference rate.

Banks face balancing act

For commercial banks, the sustained decline presents both an opportunity and a challenge.

Lower lending costs could stimulate demand for credit, particularly from businesses that had previously been discouraged by high interest rates.

Increased demand for loans could support private-sector activity, investment and expansion if banks are able to extend credit on more favourable terms.

At the same time, falling lending rates could put pressure on banks’ interest margins if the cost of mobilising deposits does not decline at a similar pace.

The extent to which borrowers benefit will therefore depend on how individual banks adjust their lending rates in response to the falling GRR.

With the benchmark now 5.64 percentage points below its January level, the direction of the GRR will remain an important indicator of borrowing conditions and the broader cost of credit in the banking sector.
