Debt Servicing Risks Threaten Ghana’s Public Investment, Social Spending – World Bank

Large financing requirements and rising debt-servicing costs could constrain Ghana’s ability to fund public investment and social programmes, the World Bank has warned.

Ghana was listed alongside Kenya, Malawi and Zambia as countries facing significant financing pressures that could limit fiscal space for development spending.

In its October 2026 Africa Economic Update, the World Bank said weaker-than-expected domestic revenue mobilisation could require additional fiscal adjustment, potentially placing further pressure on government spending.

The institution cautioned that while fiscal consolidation remains necessary in several African economies, aggressive cuts to infrastructure spending or delays in critical development projects could weaken economic growth.

Ghana’s fiscal deficit on a cash basis stood at 0.6% of Gross Domestic Product (GDP) as of July 2026. However, the World Bank said risks to the fiscal outlook could cause the deficit to rise substantially.

The warning comes as governments across the region continue to grapple with high financing needs and the challenge of balancing debt management with development priorities.

Inflation remains a risk

The World Bank also cautioned that lower inflation across much of Africa could come under renewed pressure from exchange rate depreciation, food price shocks and fiscal slippages.

It said the risks were particularly significant for countries with elevated debt levels and limited policy buffers.

Persistent inflation, it added, could slow or reverse monetary policy easing, with potential consequences for credit growth, private investment and domestic demand.

The World Bank stressed the importance of preserving central bank independence and avoiding monetary financing of fiscal deficits as part of efforts to maintain price stability and anchor inflation expectations.

Reform momentum faces pressure

The institution noted that several Sub-Saharan African countries had implemented politically difficult reforms in recent years, including fuel subsidy reforms, exchange rate liberalisation, fiscal consolidation and measures to improve domestic revenue mobilisation.

However, sustaining those reforms could become more difficult as countries approach elections or experience heightened political contestation.

The World Bank said elevated living costs could further increase pressure on governments to ease or reverse difficult policy measures.

It warned that if reforms failed to produce visible improvements in economic conditions within a reasonable period, or were perceived by citizens as ineffective, public support for such measures could weaken significantly.

According to the institution, such a situation could undermine not only current reform efforts but also governments’ and citizens’ willingness to undertake similar measures in the future.

The World Bank’s assessment highlights the challenge facing Ghana and other heavily indebted economies: maintaining fiscal discipline and debt sustainability while protecting investment, social spending and economic growth.
