Gov’t Rules Out Sale of ECG, Opts for Concession Model to Boost Efficiency

Energy Minister John Abdulai Jinapor has firmly dismissed rumours that the government is selling the Electricity Company of Ghana (ECG), clarifying that Cabinet has approved a concession model designed to inject private sector efficiency into ECG operations—without relinquishing state ownership.

Speaking on Joy News’ PM Express on Wednesday, April 30, the Minister stated, “We are not selling ECG, and let me put this on record. Cabinet has taken a definitive position. Ignore the misinformation.”

Under the approved model, ECG will remain a state-owned holding company but will divide its operational zones into separate geographic areas. These zones will be managed by private concessionaires selected through a competitive and transparent bidding process. The approach aims to enhance revenue collection and service delivery without altering ECG’s ownership structure.

“We’re introducing performance-based concessions. ECG will supply bulk power to private companies, who will then manage distribution in their zones. They’ll pay ECG based on consumption figures while taking responsibility for collection,” Jinapor explained.

To ensure quality participation, companies will be required to demonstrate strong financial and technical capacity. The selection process will involve both a Request for Qualification (RFQ) and a Request for Proposal (RFP), supervised by a transaction advisor to ensure transparency.

The Minister stressed that the model protects ECG’s financial interests while offering incentives for private players to perform efficiently. “This is not privatisation. ECG remains intact. We’re focusing on results and professionalism,” he said.

The Public Utilities Regulatory Commission (PURC) will continue to regulate electricity tariffs under the new framework, ensuring consumers are protected.

“This move is about performance, not ownership,” Jinapor concluded. “ECG will remain the anchor, and we are determined to make it better.”
