Fisheries Commission to Assess Impact of Artisanal Fishers’ Exemption from Closed Season

The Fisheries Commission is preparing to closely monitor and analyze the effects of exempting artisanal fishers from this year’s fishing closed season, a decision aimed at balancing marine conservation with the economic realities of coastal communities.

Scheduled to run from July 1 to July 31 for inshore vessels, and from July 1 to August 31 for industrial trawlers, the closed season is designed to protect Ghana’s marine resources by allowing fish stocks to replenish. However, following a directive from the Minister of Fisheries and Aquaculture, artisanal fishers—a significant majority of the fishing population—will be excluded from the suspension for this year only.

Madam Esi Bordah Quayson, Director of Marine at the Fisheries Commission, explained at a recent media forum hosted by the Ghana Ports and Harbours Authority that the exemption presents a unique opportunity to collect data and conduct biological analyses comparing outcomes with previous years when all fishers observed the ban.

“This one-year exemption allows us to scientifically assess the direct impact of artisanal fishing during the closed season,” she noted. “Our findings will guide future policies that sustain fish stocks while addressing the livelihood challenges faced by coastal communities.”

The forum, themed “Sustaining Ghana’s Closed Fishing Season: Science, Policy, and the Future of Fisheries,” highlighted the Commission’s ongoing commitment to marrying science with policy. Despite earlier widespread consultations and stakeholder support for the closed season, some resistance has persisted, particularly among artisanal fishers who depend heavily on daily catches for their survival.

Madam Quayson acknowledged these challenges, revealing that nearly 80% of artisanal fishers lack alternative income sources, making a month-long fishing ban difficult to accept. Efforts to encourage alternative livelihoods, such as aquaculture, have met resistance as many fishers prefer immediate returns rather than waiting for fish to mature.

To complement the closed season, the Commission is pursuing additional conservation strategies, including a moratorium period of three years and plans to regulate canoe sizes to limit overfishing. Furthermore, discussions are underway regarding the establishment of closed areas in vulnerable marine zones—such as spawning, nursery, and feeding grounds—to provide safe havens for fish populations.

As Ghana continues to balance ecological sustainability with social and economic needs, the Fisheries Commission’s research during this unique closed season exemption will play a critical role in shaping the future of the nation’s fisheries management.
