Fisheries Commission to Study Impact of Exempting Artisanal Fishers in This Year’s Closed Season

As Ghana prepares for its annual fishing closed season starting July 1, the Fisheries Commission is taking a scientific approach to evaluate the consequences of exempting artisanal fishers from this year’s fishing ban. This exemption, directed by the Ministry of Fisheries and Aquaculture, aims to balance marine conservation with the urgent socio-economic needs of coastal fishing communities.

The closed season, designed to allow fish stocks to replenish, will apply from July 1 to 31 for inshore vessels, while industrial trawlers will observe a longer ban until August 31. However, artisanal fishers—who constitute the majority of the fishing workforce in Ghana—will be allowed to continue fishing throughout this period, marking a notable departure from previous years.

Madam Esi Bordah Quayson, Director of Marine at the Fisheries Commission, explained at a recent forum hosted by the Ghana Ports and Harbours Authority that this exemption is a one-year trial. The Commission will collect extensive data during the closed season to analyze how the absence of artisanal fishers’ participation affects fish populations compared to when all fishers comply with the ban.

“Our aim is to use science to guide future policies that can both protect our marine resources and support the livelihoods of our coastal communities,” Madam Quayson said. She emphasized that this approach reflects a pragmatic response to concerns raised by fishers who rely solely on daily catches and lack alternative income sources.

The forum, themed “Sustaining Ghana’s Closed Fishing Season: Science, Policy, and the Future of Fisheries,” highlighted the challenges of enforcing conservation measures in the face of economic hardship. According to Madam Quayson, nearly 80 percent of artisanal fishers have no other livelihood options, making it difficult for them to stay idle during the closed season. Despite efforts to promote aquaculture and other alternatives, many fishers remain hesitant, preferring immediate income over long-term ventures.

In addition to the closed season, the Fisheries Commission is advancing other management strategies, such as a three-year moratorium on certain fishing activities and the imminent reclassification to regulate canoe sizes. The Ministry is also considering establishing protected “closed areas” in ecologically sensitive marine zones like spawning and nursery grounds to further safeguard fish stocks.

Madam Quayson acknowledged that while the introduction of the closed season had broad stakeholder support, opposition from some quarters is expected. She reassured that the Commission is committed to exploring all possible avenues to achieve sustainable fisheries management.

As the closed season approaches, the Fisheries Commission’s data-driven approach promises to offer critical insights that could shape the future of fishing regulations in Ghana, balancing ecological preservation with the livelihoods of the fishing communities.
