Community banking sector grows to GH¢26bn ahead of nationwide transition

Ghana’s rural banking sector is set for a major transformation as the country prepares to complete its transition to community banking by December 2026.

The sector currently holds total assets of approximately GH¢26 billion and serves more than eight million customers through 147 licensed institutions and nearly 1,000 branches nationwide.

Governor of the Bank of Ghana (BoG), Dr Johnson Pandit Asiama, disclosed this at the 50th anniversary commemoration of rural banking and the transition to community banking.

He said the sector had grown significantly since the establishment of Ghana’s first rural bank at Nyakrom five decades ago.

“What began with one bank at Nyakrom is today 147 licensed institutions, about 1,000 branches, more than GHS8m customers, and an asset base of approximately GHS26bn as of May this year. It is one of the fastest growing segments of our banking industry,” he said.

The Governor said the transition to community banking was intended to expand the reach of financial services while preserving the community ownership model that has defined the sector since its establishment.

He, however, stressed that community ownership must be supported by strong governance, professional management and sound banking practices.

“The idea was right. The framework around it must now be strong enough to deserve it,” he said.

Dr Asiama said all existing institutions would be required to complete statutory name changes, corporate rebranding and other regulatory adjustments by December 2026.

He said the reforms would also provide for the licensing of urban community banks and introduce enhanced governance requirements to enable the institutions to serve a wider customer base in both rural and urban areas.

The Governor assured the sector of the Bank of Ghana’s support throughout the transition, while urging institutions to adhere strictly to regulatory and corporate governance standards to protect depositors and maintain public confidence.

Deputy Minister of Finance, Thomas Nyarko Ampem, said the transition marked a renewed national commitment to financial inclusion and the expansion of economic opportunities.

He noted that community banks had become important pillars of Ghana’s financial system by providing services to farmers, traders and small businesses that had historically been excluded from mainstream banking.

“The community bank of the future must therefore be more than a lender; it must become a trusted development partner, a digital financial service provider, and a champion of financial literacy,” he said.

Chief Justice Paul Baffoe-Bonnie, in a speech read on his behalf, said the principle of bringing financial services closer to ordinary citizens should also guide the delivery of justice.

He said farmers, traders and small business owners needed not only access to finance but also a reliable justice system capable of protecting their livelihoods, contracts and investments.

Vice President of the Association of Rural Banks, Dr Frank Boateng, described the rebranding as a reflection of the sector’s evolving role in Ghana’s economy.

He said community banking had expanded beyond rural areas to include townships and growing urban centres.

“This shift reflects fifty years of transforming ordinary livelihoods—from cocoa farmers’ harvests to market women’s daily savings—into lasting financial security for households across the country,” he said.

Dr Boateng credited the Bank of Ghana’s regulatory guidance, stronger capital requirements and closer supervision with helping to strengthen the sector’s resilience.

He expressed appreciation to the government, the Central Bank and other stakeholders for their support in protecting depositors’ confidence and advancing reforms within the banking sector.
