Ghana is positioning itself to become a major petroleum and petrochemical hub in Africa, drawing inspiration from global success stories such as Singapore’s transformation into the world’s oil refining and financial nexus despite lacking oil reserves.
At a strategic retreat held on June 7 between the Parliamentary Select Committee on Energy and the Petroleum Hub Development Corporation (PHDC), Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin underscored the importance of strong collaboration among government agencies, Parliament, and private sector stakeholders to realize this ambitious vision.
The Petroleum Hub Project, set to be developed in Jomoro, Western Region, is a transformative $60 billion initiative that aims to revolutionize Ghana’s economy by building a world-class integrated petroleum value chain to serve West Africa and the broader continent.
“PHDC cannot achieve this alone. The scale and complexity of the project demand a concerted national effort,” Speaker Bagbin emphasized, urging all critical partners to rally behind the Corporation.
Highlighting the project’s potential as a game-changer, the Speaker drew a parallel with Singapore, a small city-state that has excelled in becoming a global oil refining hub without producing crude oil, while simultaneously developing aviation and financial sectors.
“Ghana currently ranks at the lower end of the middle-income bracket. Bold, innovative initiatives like the Petroleum Hub are essential if we are to scale up to an upper-middle-income economy,” he said.
The Petroleum Hub will comprise three refineries capable of processing 900,000 barrels per stream day, five petrochemical plants, extensive storage facilities, and modern jetties to support import-export activities—components that will collectively boost regional energy security and industrial growth.
Members of Parliament at the retreat actively engaged with PHDC officials, recognizing the hub as a strategic national priority that requires unwavering parliamentary and institutional support.
Established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), PHDC is mandated to spearhead the development of this integrated petroleum and petrochemical hub that will promote innovation, research, and job creation for Ghanaians and Africans alike.
The project aims not only to meet Africa’s rising petroleum product demands but also to catalyze economic diversification, industrialization, and sustainable employment—key pillars for Ghana’s long-term development.
The retreat ended with strong commitments from parliamentarians to champion the project’s progress and foster the cross-sector partnerships essential for its success, signaling a united front behind Ghana’s aspirations to become a continental energy powerhouse.
