The Ghana Union of Traders’ Associations (GUTA) has suspended its planned nationwide industrial action over the introduction of the Publican AI system, following high-level engagement with the Ghana Shippers’ Authority and other key stakeholders.
The decision comes after a meeting between GUTA leadership, freight forwarders, and officials of the Authority aimed at addressing concerns raised by traders over the new system.
At the meeting, the Chief Executive Officer of the Ghana Shippers’ Authority, Ransford Gyampo, emphasised the importance of dialogue and cooperation in resolving challenges within the trading and logistics sector.
He assured stakeholders that concerns raised by traders would be addressed through established institutional channels, while reaffirming the Authority’s commitment to maintaining a fair and efficient trading environment.
According to him, ongoing reforms, including the introduction of digital systems such as Publican AI, are designed to improve operational efficiency and support broader national economic development.
GUTA had earlier directed its members, including freight forwarders and clearing agents, to suspend payment of duties and halt operations from April 13 to April 17, 2026, as part of pressure measures seeking a pause in the rollout of the system for further consultations.
However, following the latest engagement, the association agreed to suspend the full implementation of its planned action to allow further dialogue. A follow-up meeting has also been scheduled with the Minister of Transport, Joseph Nikpe Bukari, on April 16, 2026.
GUTA President Clement Boateng welcomed the discussions but maintained that the Publican AI system should be paused to allow broader stakeholder consultations.
He expressed concern that rising duty assessments under the new system were negatively affecting traders and manufacturers, warning that continued implementation without review could lead to business closures.
Despite suspending the planned action, GUTA stressed its commitment to continued engagement with stakeholders to ensure that reforms in the sector remain transparent, inclusive, and responsive to the needs of businesses.
