In a major boost to its national digital agenda, the Ministry of Digital Transition and Administration Reform of the Kingdom of Morocco has signed a strategic Memorandum of Understanding (MoU) with global telecommunications leader, Nokia. The agreement was formalized during the GITEX Africa 2025 event, held in Morocco.
The MoU, signed by Minister Mrs. Amal El Fallah Seghrouchni and Pierre Chaume, Nokia’s Vice President for Network Infrastructure in North, West, and Central Africa, reaffirms both parties’ shared commitment to the goals of the Digital Morocco 2030 roadmap.
With Morocco set to host key international sporting events in 2025 and 2030, the partnership aims to strengthen the country’s digital infrastructure and deliver cutting-edge connectivity experiences for participants and visitors. Nokia will lend its global expertise in telecommunications to help build high-performance, future-ready digital networks.
A key component of the agreement is the Nokia Innovation Center, officially inaugurated by Minister El Fallah Seghrouchni. The Center will serve as a hub for research, development, and training—supporting Morocco’s drive to build homegrown technological solutions and cultivate digital talent. It will also support the Ministry’s Al Jazari initiative, aimed at promoting innovation and excellence.
In alignment with the Digital Morocco 2030 strategy, Nokia will provide technical consultancy and support to boost internet accessibility across the country. This includes the rollout of 5G technology, expansion of fiber optic networks, and contribution to national efforts such as the High Debit Plan and infrastructure-sharing policies.
Crucially, the MoU also includes a talent development component. Nokia will collaborate with the Moroccan government to offer internationally accredited certifications and training programs for young professionals in telecommunications, IT, and digital technologies.
Building on previous engagements—including the opening of the Nokia Innovation Center in 2023 and the Minister’s official visit to Nokia’s headquarters in Finland in early 2024—the partnership is seen as a significant milestone in Morocco’s digital transformation journey.
Nokia also proposed the creation of a National Digital Fabric (NDF) using its Network as Code (NAC) platform. This digital gateway will provide enterprises, startups, and academic institutions with access to 4G and 5G services via APIs, enabling the development of innovative applications and services that drive economic growth.
“We are proud to partner with the Moroccan government in achieving its digital transformation goals,” said Pierre Chaume. “Through our technology, training, and collaborative innovation, we are committed to supporting Morocco’s economic growth and digital leadership in the region.”
Minister El Fallah Seghrouchni echoed the enthusiasm, stating, “This partnership with Nokia strengthens our resolve to deliver the Digital Morocco 2030 vision. By leveraging Nokia’s expertise, we are building a more connected, inclusive, and innovation-led digital economy for all Moroccans.”
