In a decisive move to revive the Tema Oil Refinery (TOR) and confront Ghana’s growing energy security concerns, President John Dramani Mahama has appointed Edmond B. Kombat as Acting Managing Director of TOR. This leadership transition, announced in an official letter dated April 29, 2025, follows the reassignment of Dr. Yussif Sulemana, who now takes up a role as Technical Advisor at the Ministry of Energy and Green Transition.
More than a routine reshuffle, Mr. Kombat’s appointment comes at a pivotal time as TOR wrestles with deep-seated operational and financial challenges, including legacy debts, obsolete infrastructure, and erratic crude supply. The refinery, which has long fallen short of its 45,000 barrels-per-day nameplate capacity, has come to symbolize both the potential and pitfalls of Ghana’s industrial energy ambitions.
Seen by insiders as a strategic thinker with a reformist streak, Mr. Kombat’s elevation is already generating optimism among TOR staff and stakeholders. The 2022 Ghana Bar callee and Harvard-trained policy expert previously served as Deputy Managing Director and played a central role in previous investment negotiations that reportedly attracted over US$100 million to the refinery.
His appointment is widely viewed as part of a broader national agenda to reclaim Ghana’s refining capacity, which has dwindled over the past decade as the country increased reliance on imported petroleum products—draining foreign reserves and heightening vulnerability to global oil shocks.
With a résumé that includes time as Special Assistant to a past TOR MD, leadership at the Institute for Energy Security (IES), and analytical roles at BOST and Bank of America Merrill Lynch, Mr. Kombat is expected to bring both a technical and policy-oriented approach to the refinery’s turnaround.
“The refinery remains a strategic national asset,” Mr. Kombat said in a brief statement. “I am committed to working with all stakeholders to ensure its turnaround and long-term sustainability.”
Observers believe his immediate focus will be on restoring crude procurement flows, negotiating strategic partnerships, and improving plant efficiency to lay the groundwork for long-term investment. His reputation as a pragmatic dealmaker with strong industry links may prove vital in TOR’s quest for a new era of operational relevance.
While the road ahead remains uncertain, especially with mounting global and domestic energy transitions, Mr. Kombat’s leadership is being interpreted as a renewed declaration of intent—one that places TOR back at the heart of Ghana’s energy discourse.
