The first accused person in the alleged US$2 million Sky Train financial loss case, Solomon Asamoah, is seeking to have 15 individuals compelled to testify in his defence, including former government officials, directors of the Ghana Infrastructure Investment Fund (GIIF) and representatives of major auditing firms.
Deputy Attorney-General Justice Srem-Sai disclosed this in a Facebook post, indicating that although the accused persons had initially stated that they had no witnesses, Mr Asamoah had asked the court to order the 15 individuals to appear and give evidence.
Among those listed are former Railway Development Minister Joe Ghartey, GIIF Chief Executive Officer Nana Dwemoh Benneh and Auditor-General Dr Pamela Graham.
Representatives of Deloitte Ghana and PricewaterhouseCoopers are also among the individuals Mr Asamoah wants to testify.
The request comes as the accused persons begin their defence in a case involving allegations that US$2 million belonging to the state was unlawfully paid in connection with the proposed Accra Sky Train project.
Mr Asamoah and former GIIF Board Chairman, Professor Christopher Ameyaw-Akumfi, are facing six charges, including conspiracy to wilfully cause financial loss to the Republic, wilfully causing financial loss and conspiracy to commit intentional dissipation of public funds. Both have pleaded not guilty.
The prosecution alleges that the two facilitated the payment of US$2 million to Africa Investor Holdings Limited in February 2019 for an equity stake in a company associated with the proposed rail project, without the requisite approval from the GIIF Board.
The proposed elevated urban rail system was expected to ease traffic congestion in Accra through a partnership involving the government, GIIF and private investors. However, the project was never constructed.
The prosecution closed its case in May 2026 after calling three witnesses.
In July 2026, the High Court dismissed a submission of no case filed by the accused persons, ruling that they had questions to answer and must open their defence.
The court subsequently directed them to file their witness statements, which were submitted in September 2026.
