Russian Embassy in Accra to Host Polling Station for Parliamentary Elections

Russian nationals living in Ghana will have the opportunity to participate in their country’s upcoming parliamentary elections at a designated polling station at the Russian Embassy in Accra.

The polling station, located at the Russian Embassy in Cantonments along Jawaharlal Nehru Road/Switchback Line, will be open on September 20 from 0800 hours to 2000 hours, according to information from Russian authorities.

The arrangement forms part of preparations for Russia’s nationwide parliamentary elections, which will be held from September 18 to 20 to elect members of the 450-seat State Duma, the country’s lower house of Parliament.

The elections are taking place amid heightened security concerns, with Russian authorities warning of what they describe as increased external pressure and hybrid threats targeting the electoral process.

Maria Zakharova, spokesperson for Russia’s Ministry of Foreign Affairs, said Russian diplomatic missions abroad had been placed on high alert to ensure the safety of citizens exercising their right to vote outside the country.

According to her, diplomatic missions had received operational guidelines to deal with possible provocations and aggressive actions during the elections.

She alleged that Russia’s adversaries were preparing coordinated hybrid operations and information campaigns aimed at disrupting the elections and influencing the expression of citizens’ will.

Despite the concerns, about 350 polling stations are expected to be established outside Russia to facilitate voting by Russian citizens residing abroad.

Within Russia, voting will take place over three days, a measure authorities say is intended to ease voter flows and reduce pressure on election officials amid prevailing operational risks.

The Central Election Commission (CEC), meanwhile, has assured voters that traditional paper ballots will remain available alongside remote electronic voting.

CEC Chair Ella Pamfilova said eligible voters would be able to cast their ballots either physically at polling stations or electronically through the Gosuslugi portal.

She described the continued availability of paper ballots as an important safeguard for transparency in the electoral process.

The CEC says 3,103 candidates are contesting the 450 parliamentary seats, with candidates drawn from both parliamentary and non-parliamentary political parties.

President Vladimir Putin has described the polls as Russia’s most important domestic political event, saying the outcome would shape the country’s development trajectory over the next five years.

The State Duma is responsible for adopting federal laws, approving the national budget and exercising parliamentary oversight over the executive branch. Its decisions also have implications for economic policy, social welfare, security and defence.

The composition of the next Duma is consequently expected to influence the policy direction of the Russian government during the next five-year period.

The legislature also contributes to Russia’s foreign policy through parliamentary diplomacy, including engagements with lawmakers from other countries and the ratification of international treaties.

Russian lawmakers have in recent years promoted the idea of a multipolar international order and criticised what Moscow describes as efforts by Western countries to impose their rules on the global system.

For Russian citizens in Ghana, the polling station at the embassy in Accra will provide a designated venue to participate in the elections as authorities seek to maintain voting arrangements for citizens abroad while strengthening security around the electoral process.
