The Akatsi South Municipal Assembly has initiated an investigation into alleged financial irregularities in the implementation of the Livelihood Empowerment Against Poverty (LEAP) Programme, following concerns raised over the management of funds within the municipality.
The Assembly has constituted a five-member ad-hoc committee to examine allegations of financial impropriety linked to the administration of the government’s flagship social protection programme by the Municipal Department of Social Welfare and Community Development.
The decision follows a petition submitted by some Assembly Members who questioned aspects of the handling of LEAP payments and related financial transactions involving beneficiaries and focal persons.
In a letter dated June 22, signed by Mr Issah Umar, Municipal Coordinating Director, on behalf of the Municipal Chief Executive, the Assembly tasked the committee with conducting a thorough inquiry and submitting recommendations to management.
The committee, chaired by Mr Francis Lotsu, includes Ms Sophia Ansah-Awukuba, Mr Samuel Gomashie, Mr Michael Banga, and Ms Rosalyn Agyemang, who will serve as Secretary.
Among its responsibilities, the committee is expected to investigate allegations involving Mr Felix Sagah, the Municipal Director of Social Welfare and Community Development, scrutinise payment records and transactions related to LEAP disbursements, and assess concerns surrounding payments made through focal persons.
The committee will also engage beneficiaries, staff members and other relevant stakeholders to establish the facts, identify any weaknesses in existing payment procedures, and recommend measures to strengthen accountability and transparency.
The Assembly has given the committee 14 days to complete its work and submit a comprehensive report detailing its findings and recommendations.
Officials say the investigation is intended to protect the credibility of the LEAP Programme and ensure that public resources earmarked for vulnerable households are managed responsibly and in accordance with established regulations.
The Assembly has further urged committee members to conduct the inquiry with impartiality, professionalism and confidentiality to guarantee a fair and transparent outcome.
