Climate Parliament Pushes for MPs to Drive Ghana’s Green Energy Transition at the Constituency Level

Ghana’s transition to renewable energy could soon gain grassroots momentum, as the Climate Parliament is advocating for Members of Parliament (MPs) to become direct implementers of green energy projects within their constituencies.

At a national workshop on Green Energy Zones and Investment in Accra, the international network of legislators proposed the creation of a dedicated green energy fund and capacity-building support for MPs. The move, leaders said, would empower lawmakers to champion renewable energy initiatives that drive sustainable industrialisation, job creation, and climate resilience at the local level.

Chairman of the Parliamentary Committee on Environment, Science and Technology and head of the Climate Parliament–Ghana chapter, Mr. Yaw Frimpong Addo, said decentralising renewable energy development through MPs could accelerate Ghana’s journey toward a low-carbon economy.

“The green energy is the new phenomenon now,” he said. “We are encouraging each MP to establish a green zone in his or her constituency — areas dedicated to renewable energy solutions, such as solar-powered small industries and manufacturing clusters.”

Mr. Addo cited the Suame Magazine industrial enclave as an example of how a community could be transformed into a solar-powered green energy hub if given the right financing and policy support.

To achieve this vision, he called for the establishment of a revolving fund accessible to MPs for initiating renewable energy systems in their constituencies.

“When the fund becomes operational, it will allow MPs to pilot projects, demonstrate success, and replicate green zones nationwide. This will open up jobs and foster local manufacturing,” he explained.

Dr. Emmanuel Marfo, Climate Parliament Director for West and Central Africa, underscored the need to build MPs’ technical and financial capacity to navigate the green energy space effectively.

“The workshop aims to strengthen collaboration between MPs, financial institutions, and renewable energy developers,” he said. “We are also developing a climate finance toolkit to guide MPs in accessing funding and identifying credible investment partners.”

He added that exposing legislators to available financial opportunities in the green economy would make them key players in mobilising climate finance and translating national renewable energy goals into practical projects.

The Accra workshop forms part of the Climate Parliament’s Green Energy Zones Programme, which encourages countries to dedicate specific areas to renewable energy generation and sustainable industry. The programme also seeks to align parliamentary action with both national energy targets and international climate obligations.

Ghana aims to increase the share of renewable energy (excluding hydropower) in its national generation mix to 10 percent by 2030 — a goal that could be brought closer to reality if MPs are resourced to take the green energy revolution directly to their constituencies.

For the Climate Parliament, the message is clear: Ghana’s energy transition will not be won only in boardrooms or ministries — it will be built constituency by constituency, through empowered local leadership.
