The assets of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, have been placed under a temporary freeze by the High Court as investigations into alleged financial and procurement breaches continue.
The court order, issued on Monday, August 3, directs that five bank accounts and four landed properties linked to Mr Aboagye should not be accessed, transferred, sold, mortgaged or otherwise disposed of until further directives from the court.
The preservation order was secured by the Economic and Organised Crime Office (EOCO) as part of investigations into alleged financial and procurement-related irregularities estimated at about GH¢55 million during Mr Aboagye’s tenure at the IMCCoD.
EOCO is currently reviewing financial transactions and procurement processes undertaken during the period to establish whether any violations or financial misconduct occurred.
The court’s decision is intended to safeguard the identified assets while investigations proceed and prevent any possible movement or disposal of property that may become relevant to the inquiry.
Under Ghana’s legal framework, investigative bodies can apply for preservation orders where they believe assets may be connected to suspected economic crimes, allowing the court to restrict dealings in such assets pending the outcome of investigations.
Mr Aboagye, however, has rejected allegations of wrongdoing, maintaining that he has not engaged in any unlawful conduct.
He was earlier granted GH¢50 million bail with three sureties as investigations continued.
The latest order means the affected accounts and properties will remain under restriction until the court issues further instructions or the investigations reach a conclusion.
