Early IMF Exit Could Undermine Reform Gains, Warns IMANI’s Bright Simons

As discussions intensify around Ghana’s potential early exit from the International Monetary Fund (IMF) programme, policy expert and Vice President of IMANI Africa, Bright Simons, is sounding the alarm — not on the politics, but on the potential loss of reform momentum.

Speaking on Joy News’ PM Express Business Edition, Simons criticized what he sees as a growing preference for political appearances over policy substance, warning that Ghana may be walking away from the only structure capable of enforcing long-term fiscal discipline.

“If the government exits the programme early, we lose the very levers needed to keep reforms on track. It’s less about optics and more about whether we’re genuinely committed to the structural changes this country needs,” he said.

Simons emphasized that while the government may frame a premature exit as a success, it could mask unfinished reforms and short-term policy gains that lack lasting impact.

Signalling Over Substance
Simons didn’t mince words when it came to his critique of both the IMF and the government. He argued that “signalling” — or how the exit is perceived by markets and voters — has taken precedence over the actual targets set under the programme, such as debt sustainability and macroeconomic stability.

“The IMF knows the signals are not great. But both sides are playing along. The government will celebrate. The IMF will celebrate. But by 2028, we’ll realise we didn’t achieve the reforms we set out to,” he warned.

Missed Opportunity for True Reform
According to Simons, the problem isn’t just about early termination, but about how Ghana often treats IMF programmes as transactional bailouts rather than platforms for deep reform.

“We’re using the IMF for crisis management, not transformation. But the real win would have been staying the course and using the IMF structure to push through difficult but necessary policies.”

Simons believes Ghana had a unique opportunity to extend the programme to ensure that post-crisis recovery remained on a disciplined path — a chance that may now be slipping away.

“If the IMF really cared about the targets, it should have supported the idea of extending the programme. That was our best chance to maintain pressure for reform through 2028.”

Regional Comparisons and the Risks of Self-Reliance
Simons drew comparisons with other African countries to highlight the broader shift in economic strategy across the continent. He noted that Kenya exited its IMF programme early and turned to Gulf financing, raising $1.5 billion — a move he sees becoming increasingly popular.

Even Nigeria, he pointed out, chose to avoid the IMF altogether, despite facing its own fiscal pressures.

“These countries are making bold, calculated choices. Ghana must ask whether it’s walking away from accountability in exchange for short-term capital access,” he said.

The Bigger Picture: Reform or Rhetoric?
At the core of Simons’ argument is a deeper question: is Ghana committed to long-term economic transformation, or simply seeking a narrative to attract investors?

“The real issue isn’t whether we stay or leave the IMF. The question is whether we’re serious about structural reform — or just chasing applause,” he concluded.

As the conversation around Ghana’s IMF exit continues, Simons’ warnings offer a sobering reminder: exiting a programme is not the same as fixing an economy.
