A single act of kindness nearly three decades ago has blossomed into a lasting legacy for education in the Effutu Constituency, with the commissioning of a modern library and ICT centre designed to empower future generations.
The R.C. Ekem Library and ICT Centre (NT Akorfam), located in the Low Cost community of Winneba, was inaugurated in honour of Mr R.C. Ekem, whose generosity in 1995 profoundly shaped the life of Mr Alexander Kwamena Afenyo-Markin, Member of Parliament for Effutu and Minority Leader of the New Patriotic Party (NPP).
Speaking at the ceremony on Monday, Mr Afenyo-Markin reflected on how one compassionate gesture altered his life’s trajectory, urging the youth to believe beyond their circumstances. He described the new facility not merely as infrastructure, but as a symbol of hope and possibility for the constituency.
“Sometimes the difference between a statistic and a statesman is a stranger who chose to care,” he said, adding that the library stood as proof that education remains the strongest tool for unlocking opportunity and shaping the future.
The newly commissioned complex, which brings the total number of libraries in the constituency to 19, boasts a well-stocked library, ICT centre, private reading rooms and a conference hall. It is expected to serve as a central hub for learning, research and digital skills development for students, young people and the wider Effutu community.
Municipal Director of Education for Effutu, Mrs Diana Anderson, described the facility as a transformational investment, particularly for the Low Cost community. She said the centre would accelerate digital literacy, innovation and inclusive growth across the municipality, while assuring stakeholders of proper maintenance and responsible use.
“This is not just a building; it is a tool for transformation,” she said, urging learners, teachers and residents to take full advantage of the opportunities the facility offers.
On behalf of the Ghana Library Authority, Rev. Dr Cyril G.K. Fayose lauded Mr Afenyo-Markin’s vision and commitment to literacy and youth development, describing the commissioning as a milestone that opens new pathways to knowledge, innovation and community empowerment. He noted that the establishment of 19 libraries in the municipality was a rare achievement with tangible social impact.
He called on government officials, traditional leaders and private stakeholders to support the sustainability of libraries, stressing that collective responsibility was essential to maximising their benefits.
The Municipal Chief Executive for Effutu, Reverend Kofi Attah Mensah, offered prayers for the long-term success of the facility, expressing hope that it would serve as a beacon of learning and inspiration for generations to come.
The R.C. Ekem Library and ICT Centre stands as a powerful reminder that personal gratitude, when transformed into public action, can reshape communities and redefine futures.
