GRA Blames Price Hikes on ‘Transitional Errors,’ Defends New 20% VAT as Cost-Reducing Reform

The Ghana Revenue Authority (GRA) has insisted that Ghana’s newly implemented 20% Value Added Tax (VAT) regime will not increase consumer prices, attributing recent market adjustments to transitional pricing mistakes rather than flaws in the policy itself.

In a statement issued on Tuesday, February 10, 2026, the Authority pushed back against claims by the Abossey Okai Spare Parts Traders Association that the revised VAT framework under the Value Added Tax Act, 2025 (Act 1151) unfairly burdens traders and could distort competition.

According to the GRA, the concerns stem from a “fundamental misunderstanding” of how the new system works.

### Input VAT Deductibility Key to Lower Prices

The Authority explained that under the previous 4% flat rate scheme, traders paid 21.9% input VAT on purchases, which could not be deducted and was therefore embedded in their cost structure.

Under the new regime, although the standard VAT rate is set at 20%, businesses can now fully deduct input VAT — including NHIL and GETFund levies — from their output VAT before remitting the balance to the state.

To demonstrate the impact, the GRA used an example of a GH¢500 product sold at a 20% profit margin. Under the old system, the final consumer price would amount to GH¢760.66. Under the new system, the same product would sell for GH¢720.

“The appearance of higher prices is the result of traders applying the new 20% output VAT on top of a cost base that still includes non-deductible input VAT,” the Authority noted, stressing that once proper deductions are applied, the revised structure actually reduces the effective cost base.

### Threshold Increase ‘Relief,’ Not Distortion

The GRA also dismissed fears that raising the VAT registration threshold to GH¢750,000 would create unfair competition between registered and non-registered traders.

It explained that while non-registered traders cannot claim input VAT deductions, they still pay 20% VAT on their purchases. Registered businesses, however, recover input VAT and price goods from a lower cost base. Using the same GH¢500 illustration, the Authority argued that both categories of traders would ultimately sell at GH¢720 when calculations are correctly applied.

The threshold increase, the GRA said, is intended to ease administrative burdens on small businesses rather than distort market dynamics.

### Reform Highlights

Among the key features of the new VAT regime are:

* Reduction of the effective tax rate from 21.9% to 20%.
* Abolition of the 1% COVID-19 Health Recovery Levy.
* Full deductibility of input VAT.
* Elimination of cascading “tax-on-tax” effects.
* Lower embedded tax costs in pricing structures.
* A simplified and unified VAT system.
* Higher registration threshold to reduce compliance pressure on small traders.

The Authority stated that under the revised framework, a trader’s cost on a GH¢500 item drops from GH¢609.50 under the old regime to GH¢500 — representing nearly an 18% reduction.

### Support for Traders

While acknowledging that some price increases have been observed, the GRA attributed them to transitional pricing errors and misapplication of the new rules.

To address the situation, the Authority has set up a joint technical team with the Ghana Union of Traders’ Associations (GUTA) to provide guidance on VAT record-keeping, input tax claims, and proper pricing under the new system. It has also indicated readiness to extend similar support to the Abossey Okai traders and other affected groups.

The new VAT framework forms part of broader tax reforms aimed at simplifying compliance, improving transparency, and reducing embedded costs within Ghana’s tax system.
