High Costs and Policy Gaps Stall Ghana’s Electric Vehicle Ambitions, Report Finds

Ghana’s transition to electric mobility is being slowed by high upfront costs, weak financing structures, and unclear electricity tariffs, despite growing private sector interest and strong government commitments, a new report has revealed.

The Ghana Clean Transportation Outlook warns that while electrification is a strategic priority under the country’s climate and energy transition plans, adoption remains uneven, with passenger EVs and electric two- and three-wheelers facing distinct challenges.

The transport sector, a key driver of Ghana’s economy, remains heavily reliant on fossil fuels, leaving the country vulnerable to fuel price volatility, rising emissions, and urban air pollution. The report highlights that cost and financing barriers—not technology—are the main obstacles to scaling EV adoption.

High import duties and limited fiscal incentives make electric vehicles more expensive than conventional internal combustion engine cars. Financing markets are conservative, with short loan terms and high interest rates, limiting the ability of businesses and consumers to invest in EVs even where operational savings exist.

Electric motorcycles and tricycles, the report notes, present the most immediate industrial-scale opportunity. With high usage rates and suitability for fleet-based or battery-as-a-service models, these vehicles are showing early signs of local assembly and service integration.

However, the absence of a dedicated electricity tariff for EV charging undermines cost advantages, discouraging investment in charging and battery-swapping infrastructure—especially outside urban centers.

The report calls for urgent policy action, including import-duty parity with conventional vehicles, electricity tariff relief, targeted tax incentives for renewable-based charging systems, and EV-specific financing mechanisms supported by development finance institutions. It also recommends stronger regulatory standards, such as battery health certification and safety inspections, to build investor confidence.

Despite challenges, private sector actors have already made early progress, importing vehicles, investing in local assembly, and deploying charging infrastructure. The report concludes that Ghana’s electric mobility ambitions are viable, but will only succeed if economic and regulatory barriers are addressed.

The study was produced by the Ghana Chamber of Clean Energy, with support from the International Perspective for Policy & Governance.
