President John Dramani Mahama has re-appointed Dr. George Smith-Graham as the Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), effective Tuesday, April 22, 2025.
Dr. Smith-Graham, a seasoned compensation management expert, returns to a familiar role he previously held from 2009 to 2017, where he led the historic rollout of the Single Spine Salary Structure—one of Ghana’s most comprehensive public pay policy overhauls.
His comeback signals the government’s intent to accelerate plans to transition the FWSC into a fully-fledged Independent Emoluments Commission, a move expected to enhance transparency, equity, and efficiency in the management of public sector wages.
Dr. Smith-Graham takes over from Mr. Benjamin Arthur, whose tenure since January 2022 has been marked by steady progress in labour negotiations and institutional reforms.
Confirming the appointment, the Head of Public Affairs at FWSC, Madam Emelia Ennin Abbey, stated that Dr. Smith-Graham will outline his renewed vision for the Commission in the coming days.
With over three decades of experience in public service transformation and wage policy, stakeholders believe his leadership could be key to stabilizing labour tensions and restructuring compensation frameworks to meet Ghana’s economic realities.
His appointment has been welcomed by many within the labour sector as a step toward consolidating earlier gains while addressing current challenges with institutional memory and proven expertise.
