President John Dramani Mahama has revealed that his administration’s decision to uncap the National Health Insurance Levy (NHIL) has delivered a major financial boost to the National Health Insurance Scheme (NHIS), improving its sustainability and widening healthcare access.
Speaking at a Presidential Media Encounter on Tuesday, September 9, 2025, the President explained that allocations to the scheme had jumped from GH¢5.9 billion in 2024 to GH¢9.8 billion in 2025 — a 66% increase.
“This is a significant milestone for the future of healthcare in Ghana. By uncapping the NHIL, we are ensuring that the scheme has a stronger financial backbone to serve citizens effectively and sustainably,” President Mahama said.
He stressed that this step was critical to restoring confidence in the NHIS, which millions of Ghanaians rely on for access to essential health services.
The President added that alongside the NHIS boost, government was committing GH¢2 billion between 2025 and 2028 to expand healthcare infrastructure nationwide, with GH¢200 million already allocated in the 2025 budget to kick-start hospital and clinic projects.
The Ridge Hospital and University of Ghana Medical Centre were cited as examples of his government’s long-term investment in quality healthcare, which he promised would be replicated across the country.
“Our commitment is simple but firm — every Ghanaian, regardless of where they live, must have access to affordable, quality healthcare,” he stated.
