Hannan Abdul-Wahab, Wife Granted GHS150m Bail in Buffer Stock Scandal

The High Court in Accra has granted bail totalling GHS150 million to former Chief Executive Officer of the National Food and Buffer Stock Company (NAFCO), Hannan Abdul-Wahab, and his wife, Faiza Seidu Wuni, as their high-profile corruption case continues to unfold.

Presided over by Justice Audrey Kocuvi-Tay, the court granted Hannan Abdul-Wahab bail of GHS100 million with six sureties, while his wife received GHS50 million bail with four sureties. Most of the sureties are to be justified with landed property within the jurisdiction of the court.

Both accused persons, who pleaded not guilty to 24 charges—including stealing, money laundering, using public office for profit, and intentional dissipation of public funds—were ordered to report to investigators every Wednesday until the final determination of the case.

Justice Kocuvi-Tay further directed that the former NAFCO boss be placed on a stop list at all entry and exit points in the country, with both accused depositing their passports. The court also instructed that sureties submit copies of their Ghana Cards and update the court on any change of residence.

The court ordered that disclosures be filed by November 27, 2025, when the matter will return for a Case Management Conference.

During proceedings, Deputy Attorney-General Dr. Justice Srem-Sai noted that the prosecution did not oppose bail but urged the court to consider the gravity of the offences, describing them as “white-collar crimes involving over GHS115 million.”

He warned that the accused, being “persons of substantial means,” could pose a flight risk if conditions were too lenient.

However, defence counsel Joseph Dindiok Kpemka, a former Deputy Attorney-General, countered that both clients had fully cooperated with the Economic and Organised Crime Office (EOCO) during investigations.

He argued that his clients—who are married with young children—had no record of evading the law, stressing that “bail conditions must not be so severe as to amount to a denial.”

Mr. Kpemka cited Article 19(2)(c) of the Constitution, reminding the court that the accused remain presumed innocent until proven guilty.

The couple’s legal troubles stem from allegations that they misappropriated funds and engaged in irregular financial practices while managing the national food buffer system—an institution critical to Ghana’s food security framework.

The case continues to draw public attention, given its implications for accountability in the management of state-owned enterprises and the broader anti-corruption agenda of the government.
