The Public Accounts Committee (PAC) has intensified investigations into alleged irregularities in the “Toilet for All” initiative, summoning two officials over GH₵8.2 million paid for projects that were never executed.
The officials, Bright Oduro Kwarteng and Theophilus Okine, are expected to account for claims linked to the construction of household toilet facilities under the former Ministry of Sanitation and Water Resources.
According to Ahmed Ibrahim, Minister for Local Government, Chieftaincy and Religious Affairs, efforts to verify the transactions have been delayed after it was indicated that key documents were sent to the National Archives.
He revealed that although mobilisation funds were disbursed to contractors, no actual work was carried out on the ground. He also noted that both officials are still serving in other government institutions.
Ranking Member of the Committee, Samuel Atta-Mills, criticised the situation and insisted that the individuals involved must produce all relevant documentation to justify the payments.
The case has raised concerns about accountability in public procurement, as authorities investigate how funds were released without corresponding project execution and why contracts had to be terminated and reassigned.
